FIFA and the International Football Association Board (IFAB) They give a twist to the soccer regulations in search of its evolution, by modifying eight rules.
Among them, one that generates a lot of controversy stands out, that of the behavior of the goalkeepers in penalties.
These rules came into effect as of July 1, 2023 and from now on they are part of the daily life of the game.
Rule ‘anti Dibu’
The first modification is the rule called ‘anti DIbu’, which does not allow goalkeepers to provoke an opponent to take a penalty by making distracting gestures.
“The goalkeeper must not behave in such a way as to distract the penalty taker in an unlawful manner, for example by delaying the taking of the kick or by touching the goalposts, crossbar or net.”

If, after a goal has been scored and before play has resumed, the referee finds that an unauthorized person was on the field of play at the time the goal was scored, and that person interfered with play: the referee must disallow the goal if the unauthorized person was A player, substitute, substituted player, sent off player or coaching staff of the team that scored the goal, play is restarted with a direct free kick from the position of the unauthorized person.

Now, the referee will award the goal if the unauthorized person was: player, substitute, substituted player, sent off player or member of the coaching staff of the team that received the goal; an external agent who did not interfere in the game.

It is another of the key rules in modifications. Fifa intends with this rule to clarify situations such as the one that occurred in the Nations League final between Spain and France when Mbappé benefited from an action to decide the match.
A player in an offside position shall be deemed not to have taken advantage of that position when receiving the ball from an opponent who voluntarily plays the ball, including the voluntary hand, unless it is a ‘save’ by an offside player. adversary.
Clarifications:
Playing the ball “voluntarily” (excluding the voluntary hand) implies that the player has the possibility to control it and:
*Pass to a partner;
* Regain possession, or clear, either with the foot or head.
The fact that the player’s pass, attempt to regain possession or clearance is inaccurate or does not achieve its objective does not invalidate the “voluntariness” of the action.
The following criteria should be used, as appropriate, as indicators that the player has the possibility to control the ball and therefore the action is voluntary:
