Energy, the Fit for 55 climate package arrives in plenary at the EP in Brussels
Furthermore, on today’s day the Fit for 55 for climatic action arrived in plenary in Strasbourg. MEPs will discuss their negotiating position on eight proposals from the maxi EU plan (presented in July of last year) to reduce the greenhouse gas emissions by at least 55% by 2030, compared to 1990 levels, and achieving climate neutrality by 2050.
In detail, the proposals under examination concern the reform of the Etsthe EU emissions trading system, including the revision of the ETS for air transport and the offsetting and reduction of carbon emissions from international aviation (Corsia). Faster elimination of q is expectedfree courses for industries and inclusion, at a later stage, of citizens in the Ets 2 system which will cover commercial buildings and transport. On this point, MEPs are still very skeptical and it is not certain that we will be able to find a majority.
The fourth proposal concerns the Carbon adjustment mechanism at the EU borders, a carbon tax to discourage EU companies from evading ETS by relocating outside the EU. The fifth proposal deals with greenhouse gas emissions in other sectors, namely the so-called effort sharing which establishes binding annual emission reductions for Member States and currently regulates around 60% of emissions. The mandatory goal of emissions cut has been raised from 30 to 40% by 2030 with national targets ranging from 10 to 50%. The Italian target would go from a 33% cut to 43.7%.
And again: the sixth proposal concerns Co2 emissions standards for cars and vans. In particular, MEPs support the goal of zero emissions for cars and vans from 2035; propose to remove the incentive mechanism for zero and low emission vehicles, as it is no longer useful for its original purpose; to gradually reduce the eco-innovation cap, in line with the stricter objectives proposed (the existing limit of 7 g of CO2 / km should remain until 2024, followed by 5 g from 2025, 4 g from 2027 and 2 g until at the end of 2034) and foresee a report from the Commission, by the end of 2023, detailing the need for targeted funding to ensure a just transition in the automotive sectorto mitigate negative employment and other economic impacts.
Finally the last two proposals concern land use and the social climate fundin support of those most affected by energy and mobility poverty to help cope with the higher costs of the energy transition.
