Counselor Campuzano asks the Minister for the “need to include more basic knowledge in the organization of the curriculum that is common to students throughout the country”
The Minister of Education and Culture, María Isabel Campuzano, expressed this Thursday to the Minister of Education, Pilar Alegría, her concern about the delay in the processing of the royal decrees of the Primary and Secondary Education curriculum. Request that was produced at the Education Sector Conference, held this Thursday afternoon electronically, where Campuzano intervened on different occasions to present to the minister and her counterparts in the autonomous communities their proposals to improve the deficiencies that the LOMLOE is causing .
Campuzano also expressed his concern that eleven months after the publication of the new Education Law, “the Ministry has not yet been able to publish the minimum education, which is greatly delaying the processing of the autonomic curricular decrees that must be approved before the start of the next course ».
Despite the fact that the Ministry of Education is already working on the drafts of the autonomic curricular decrees, Campuzano pointed out that “their processing is paralyzed until the Ministry publishes the royal decrees”, which will mean “excessively shortening” the deadlines for processing of regional regulations.
The Minister of Education also asked the Minister for the “need to include more basic knowledge in the organization of the curriculum that is common to students throughout the country.” He pointed out to Pilar Alegría the “excessive ideological burden” that emerges from the curricular design of certain areas. For the Ministry of Education, a minimum education curriculum for the State as a whole must be based on “objective, rigorous and scientific criteria.”
With the new curricular design of the Ministry, the exit profile of the students at the end of basic education “does not guarantee the learning of concepts that are relevant for the academic and professional future of the students, since it focuses exclusively on the acquisition of competences.”
The counselor also asked the minister for a mirror subject for the area of Religion in all the teachings and expressed her discrepancy with respect to the model of evaluation, promotion and certification implemented, “which devalues the principles of effort and demand and, in general, the quality of the educational system ”, affirmed the counselor.
María Isabel Campuzano pointed out at the Education Sector Conference that the design of the curriculum proposed by the Ministry “has further accentuated the division generated by LOMLOE” and regretted that “a precious opportunity to join forces and reach general agreements has been lost. on the curricular design, since numerous contributions made from the autonomous communities have not been attended by the Ministry ”.
Regarding the funds provided for the implementation of 4,000 free places in the first cycle of Early Childhood Education, from 0 to 3 years old, the Ministry of Education and Culture has proposed to the Minister the maintenance of the funds from the third year, mainly in personnel and operating expenses.
With the current approach, in 2024 the Region of Murcia would have to support the structural expenditure with its own funds as a result of the creation of these children’s places. Campuzano proposed that “the incorporation of private initiative be allowed” so that places can be arranged with privately owned nursery schools.
Finally, the Secretary of State for Education, Alejandro Tiana, was asked about the possibility of being able to convert into free places, Early Childhood Education from 0 to 3, places that currently exist in municipal nursery schools and other publicly owned centers. The Ministry of Education and Culture has begun with the preliminary tasks to plan the implementation of these Early Childhood Education places in publicly owned educational centers as of September 2022.
In the chapter on requests and questions, the counselor Campuzano took the floor to urge the minister to issue her position on the resolution of the Supreme Court of Catalonia that establishes that 25 percent of the classes must be given in Spanish and that the Generalitat of Catalonia has announced that it will refuse to comply with it.
The counselor asked the Minister of Education to “treat all autonomous communities equally” since, although many disagree with the new Education Law, as is the case in the Region of Murcia, “we comply with the Law in its entirety, how can it be otherwise, “he stressed.
Campuzano reminded the minister that her predecessor in the Ministry, Isabel Celaá, filed a contentious-administrative appeal before the Superior Court of Justice of Murcia for “some instructions at the beginning of the course” and urgently requested the adoption of precautionary measures to suspension of such instructions. However, he criticized that the Ministry is now “lax” with the alleged disobedience of an autonomous government to a judicial resolution. The minister, Pilar Alegría, ended the Sectorial Conference without commenting on the request made by the counselor.
