Ministry of the Interior published a report on Thursday, which considers solutions to the situation of those who have been without a right of residence in Finland for a long time. The study, which was carried out as an official job at the Ministry, attracted a lot of attention and extensive discussion in advance, as the Ministry was known to be looking for ways to legalize the residence of those without a right in Finland. Indeed, the debate arose when the study proposed legalizing the residence of a group of about 3,000 people as a one-off operation.

Many of these people are so-called paperless, meaning their stay is not known and allowed by the authorities. In many respects, the paperless are outside society. It makes their position vulnerable, but it is also a problem for society, for example with the gray economy and radicalization.
This group of the paperless has become a permanent problem. They don’t want to leave the country, and most can’t be removed. The majority are Iraqis, but Iraq agrees to take only those convicted of the crime.
Situation is awkward. When the removal of unauthorized people in the country does not work, a group of paperless people will almost inevitably emerge. Opponents, on the other hand, have pointed out that legalization rewards breaches of the rules. A back door to Finland should not be created.
However, the problem needs to be solved, closing your eyes is no longer enough. The ministry has now suggested that this group could legalize their stay under certain rules. Those who are unfit for this presentation must now present their own option.
