Editorial Hus enters a new era

The hospital districts of Helsinki and Uusimaa will become the Hus Group. Its future governance and funding will be negotiated during March.

Social-and Healthcare reformation in Uusimaa means, among other things, that the Helsinki and Uusimaa Hospital District (Hus) will be re-established. Currently, four welfare areas and the City of Helsinki are negotiating how to organize the top decision-making and financing of the future Hus Group.

The treaty should be approved by the councils of the welfare areas and the city of Helsinki by the end of April. Solutions must therefore be made during March.

This is an extremely important issue for all residents of Uusimaa: how special care will work in this area of 1.6 million inhabitants in the future. Hus also plays an important role in providing the most demanding specialist care in the entire country.

Sote services the money will come to the welfare areas and to Helsinki from the state in the future. In Uusimaa, the pot is smaller than before. In the future, the welfare regions and Helsinki should be able to agree on the sharing of this scarcity in close – and better – cooperation with Hus.

Hus’s highest decision-making power may go to a joint meeting, where each welfare area and Helsinki would have 1–3 representatives. The representative could be a politician but also an official. This has raised concerns on the left side of the political field as to whether some kind of “chamber power” will come to Hus and whether decisions will be made about the economy and not the need for care first.

Since its inception in 2000, Hus has been able to streamline its operations and make large savings on a large scale in terms of service. The net cost per inhabitant in Hus is considerably lower than in other hospital districts. This achievement should not be jeopardized in future arrangements. At the same time, the state should ensure that the teaching and research funding of the university hospital is fully secured from state funds.
