Tunisian analysts and politicians confirmed that the new parliament is awaiting difficult tasks, especially since the parliament has full powers in legislation and oversight, and can introduce more balance to the political system, in addition to its main role in formulating development plans and projects, and its ability to fulfill the tasks required of it at various levels to serve the interests of the country. The new Tunisian parliament includes 161 deputies, and its term extends to 5 years, and it is considered the first parliament after independence to be elected by the system of voting on individuals, rather than party lists, according to a decree-law of President Kais Saied on September 15th.
The Tunisian politician, head of the political bureau of the Baath movement, Othman Hajj Omar, explained that the new parliament has full powers to legislate, supervise the government, and amend the constitution.
According to the new Tunisian constitution, which was approved in July 2022, the House of Representatives and the National Council of Regions and Regions, which has not yet been formed, collectively have the right to oppose the government in its responsibilities by directing a list of censure, and the President of the Republic chooses either to accept the government’s resignation if a second list of censure is directed against it. Or to dissolve the House of Representatives and the National Council of Regions and Regions, or one of them.
Haj Omar indicated to Al-Ittihad that the Parliament, in its second chamber, the Council of Regions and Regions, will have a key role in crystallizing development plans and projects in various fields of life, and monitoring their implementation, in addition to its distinction in getting rid of tensions and the partisan mentality, which makes it in a better position to achieve Achievements in a way that was not available in previous councils.
Haj Omar said that the deputy’s association with his constituency will liberate him from the power of the parties, and bring him closer to his constituents. In the new constitution, deputies do not enjoy immunity, as they can be withdrawn from them by voters in constituencies, in the event that they breach their duties and promises and fail to perform their duties. The deputy is allowed to move from one parliamentary bloc to another, as was the case in the past.
As for the Tunisian political analyst, Basil Turjuman, he explained to Al-Ittihad that the new parliament will be responsible to the people, capable of achieving what is required of it in legislation and issuing laws, developing the work of the administration, and monitoring the work of the government that serves the interests of the country and the masses, and does not serve the interests of the people. Parties or personal interests, and therefore the parliament will not witness the tampering that we witnessed in the previous parliaments.
The Tunisian political analyst explained that there are 3 basic tasks that the House of Representatives must work to achieve, the first of which is restoring the confidence of the Tunisian citizen in the legislative institution after he completely lost confidence in it in the past as a result of the disasters and charades that followed under the dome of Parliament during the past “decade of ruin” during the era of the group. He said that the head of the Ennahda Brotherhood Movement, Rashid Ghannouchi, and members of his party caused many tragedies, disasters and charades that made the Tunisian people hold a very negative and bad view of the House of Representatives, especially after they passed laws against the national interest, which caused economic and social disasters. The Tunisian political analyst stated that the second task before the House of Representatives is to get rid of a large group of laws and legislation that have caused the disruption of political, economic and social management, some of which date back more than 100 years.
As for the third task, according to Turjuman, it is the traditional task of any parliament, which is to monitor the government, correct its work, and support its activities.
