According to Sauli Pahlman, CEO of the Cybersecurity Center, Finnish organizations are now being targeted by more and more serious attacks than before.
Ukrainian and the war between Russia in cyberspace has spread to Finland as well.
The most important change in the threat picture of the cyber world is the CEO of the Cybersecurity Center by Sauli Pahlman including the fact that serious cyber attacks are now more deliberate than before. It means that attacks are planned specifically for Finnish organizations.
“In previous years, a typical serious attack has come to a Finnish organization through a subcontractor or partner. The main destination has been somewhere other than Finland. Or some cybercriminal got lucky and managed to get in with little effort.”
The Cyber Security Center is part of the Finnish Transport and Communications Agency.
Attackers according to Pahlman, after the end of the summer, they focused on Finnish organizations. Attackers also spend longer preparing their attacks and looking for suitable channels for their attack.
According to Pahlman, this change in the cyber environment and the way attackers operate also requires different preparation from potential targets. It is different to protect yourself against an accidental attack than if the attacker’s target has been your own company, municipality or other organization from the beginning.
“When it comes to an attacker who is specifically interested in a specific target, for example in Finland, the bar for cyber protection rises.”
Cyber Security Center talks with different organizations according to Pahlman. In the dialogues, they go through, among other things, which aspects of cyber protection are ones that the organization should invest in.
A water plant can be considered as a simple example. In the case of the institution, cyber defense is not directed against denial-of-service attacks on its website, but rather towards the institution’s core functions.
“Of course, this is something that the operators themselves understand. But when we go to a more detailed level, we observe what is happening internationally and help organizations prepare.”
Cyber attacks the amount normally increases every year, according to Pahlman. After the summer, however, the rate of growth in serious attacks on organizations has suddenly been higher than before.
According to Pahlman, the Cybersecurity Center does not take a position on who or who are behind the attack. This part of the investigation is handled by the security and police authorities.
According to Pahlman, the division of labor can be described through a road traffic analogy: the cyber security center takes care of road safety, provides information and acts as an emergency center. When an accident, or in this case an attack, occurs, the responsibility of investigation, i.e. for example finding out the motive and perpetrator, rests with the police authorities.
The usual from a citizen’s point of view, the cyber situation is now normal, according to Pahlman.
“Finland’s digital environment has not been disturbed. Mobile networks and fixed networks and services work normally. We do not predict that the big picture here will change in particular.””
