Covid-19’s Parliamentary Inquiry Commission (CPI) charges ten crimes, with sentences of up to 40 years in prison, against President Jair Bolsonaro (non-party) during the pandemic caused by the coronavirus. The final text was prepared by rapporteur Renan Calheiros (MDB-AL) and will be voted on this Tuesday (26).
As the CPI does not have the prerogative of punishment, it will forward the report for analysis by the Federal Public Ministry (MPF), the Attorney General’s Office (PGR) and even the Federal Congress itself, in the case of any crimes under the responsibility of the president.

See the list of crimes committed by Bolsonaro according to the final report of the CPI:
– Epidemic with a result of death:
Bolsonaro would have acted or omitted to cause a greater proportion of the pandemic: the report alleges delays in the purchase of vaccines and that the government boycotted preventive measures such as the use of masks and social distancing.
– Violation of preventive sanitary measure:
The report accuses Bolsonaro of refusing to wear a protective mask, in violation of a federal law signed by Bolsonaro.
– Quackery:
Bolsonaro is accused of promoting treatment with hydroxychloroquine, which has been shown to have no connection with curing Covid-19.
– Incitement to crime:
Bolsonaro is accused of inciting the population to gather, not to wear masks and not to be vaccinated.
– Forgery of private document:
Bolsonaro is accused of citing an alleged study by the Federal Court of Accounts (TCU) to say that half of the deaths caused by Covid-19 were caused by other diseases. In this case, the president would have falsified a personal analysis made by the TCU auditor, Alexandre Figueiredo Marques, which he would have received via WhatsApp by Marques’ father.
– Irregular employment of public funds:
Bolsonaro is accused of encouraging the production of chloroquine with at least R$ 1.14 million to treat covid-19 even with proof of the drug’s ineffectiveness.
– Prevarication:
There are two allegations of malfeasance: the first in relation to the complaint by federal deputy Luis Miranda (DEM-DF), who told the CPI that he had informed the president about irregularities in the contract for the purchase of the Indian vaccine Covaxin.
The second concerns the omission of information that the health system in Amazonas would collapse in the face of covid-19.
– Crimes against humanity: extermination, persecution and inhumane acts:
Bolsonaro is accused of participating in the oxygen crisis in Manaus; suspicions practiced by the Prevent Senior health plan; of suspicions of systematic attacks on indigenous populations.
– Crime of responsibility: violation of social rights:
Bolsonaro is accused of lack of commitment to the pandemic and, consequently, to the preservation of life.
– Crime of responsibility: incompatibility with dignity, honor and decorum of the position:
Bolsonaro is accused of not acting in accordance with the decorum of the office of President of the Republic.
