Congress maintains veto on guarantees to Eletrobras employees

Deputies and senators also ratify vetoes to the breach of patents for vaccines against covid-19

The National Congress maintained this Tuesday (July 5, 2022) vetoes by the president Jair Bolsonaro (PL) to parts of the Eletrobras privatization project, which provided guarantees to employees and former employees of the company. It also ratified the president’s decision to bar parts of the project on breach of patents for vaccines against covid-19.

Deputies and senators voted a block of vetoes at once, following an agreement between opposition leaders and the government.

In the Eletrobras text, Bolsonaro had vetoed points such as the one that determined that 1% of the company’s shares could be bought by dismissed employees. He also removed the part that required the government to relocate company and subsidiary employees who are laid off within 1 year of privatization.

Here are the vetoes held by Congress in this 3rd:

  • lupus and epilepsy (33 of 2021) – veto the waiver of the grace period for granting sick pay and disability retirement to lupus and epilepsy patients;
  • electrobras (36 of 2021) – veto of guarantees for employees and former employees, in addition to rules for the operation of hydroelectric plants and subsidiaries;
  • Breach of vaccine patents (48 of 2021) – veto to the determination that the holder of a vaccine or drug patent against covid-19 transfer knowledge and material for its reproduction;
  • Data on violence against women (62 of 2021) – veto rules for the establishment of the National Policy on Data and Information related to Violence against Women;
  • Tax immunity to charities (66 of 2021) – veto the requirement that the institution should provide services not remunerated by the SUS to workers;
  • Positions in the Public Defender’s Office (17 of 2022) – veto of the requirement that there be authorization in an annex to the annual budget law for the appointment of 1st provision positions;
  • Prevention of swimming pool accidents (19 of 2022) – veto the creation of safety requirements for the manufacture, construction, installation and operation of swimming pools;
  • Exemption for photographic equipment (21 of 2022) – veto the tax exemption for the importation of photographic equipment;
  • Association of Municipalities (23 of 2022) – veto decisions on the functioning of associations representing municipalities;
  • unrestricted access (24 of 2022) – veto of full access by the population to any information or document on partnerships between the public administration and civil society organizations;
  • pronampe (26 of 2022) – veto the exemption from presenting a CND (Debt Clearance Certificate) for granting credit to companies within the scope of Pronampe;
  • Blockages in the budget (27 of 2022) – veto the authorization for the federal government to proportionally block discretionary expenditures (RP2) and amendments by the rapporteur-general (RP9);
  • Lawyer Statute (29 of 2022) – veto to the establishment, as a right of the lawyer, that the process was sent to the face-to-face or teleface session for oral support in real time to the trial.
