The cabinet is putting a stop to uncertain on-call contracts, such as the zero-hour contract. This will be replaced by a basic contract to be further elaborated, which gives employees more certainty about matters such as income and working hours. Minister Karien van Gennip (Social Affairs and Employment) reports this to the House of Representatives.
It is important for economic independence for employees to know in advance when they have to be available for work, says Van Gennip. Only then do they have the opportunity to take a second job, for example, which they might be able to get by. An exception continues to exist for pupils and students.
The government is working on a thorough reform of the labor market. Flexible work remains possible, but the basic principle is ‘that structural work is in principle organized on the basis of employment contracts for an indefinite period’. In doing so, the cabinet is following the advice of the Borstlap Committee, which conducted research into labor relations, and of the Social and Economic Council (SER).

Trade union federation VCP is pleased that the cabinet wants to call an end to the ‘ever-expanding flexibilization’ in the labor market. “A trend break in the labor market is really necessary. Nowhere has flex taken hold as strongly as in the Netherlands,” said VCP chairman Nic van Holstein. FNV is also pleased with the approach to so-called bogus self-employment, but believes that the cabinet should be careful that permanent employment is not made more insecure.
Entrepreneurial organizations VNO-NCW and MKB-Nederland are also satisfied that the cabinet is following the advice of the SER, although the details have yet to be determined. The interest groups, in turn, warn against ‘cherry picking’, in which only part of the advice is implemented. For example, they point out the importance of matters that are important to employers, such as continued payment in the event of illness for SMEs and part-time unemployment benefits.
