Measure does not guarantee readjustment of 5% to federal civil servants; value would need to be at least BRL 13 billion
The president Jair Bolsonaro (PL) issued a decree, on Monday (May 30, 2022), which blocks R$ 8.239 billion from the Executive Branch’s budget to meet the spending ceiling. The document must be published in this 3rd edition (May 31) of the Federal Official Gazette.
The blocking was made in non-compulsory expenses, due to the increase in mandatory expenses, such as the cost of court sentences, for example.
The amount does not guarantee the linear adjustment of 5% to all federal civil servants. In a conversation with journalists, on May 25, at the Economic Forum in Davos, Switzerland, the Minister of Economy, Paulo Guedes, said it was possible to make the adjustment.
However, to increase the salaries of all federal civil servants, the block in the budget would need to be at least R$13 billion. Despite the approval of the economic team, Bolsonaro has said a few times that the readjustment is not guaranteed.
To close the sum of R$ 8.239 billion, the ministries had to block amounts. The MEC (Ministry of Education), for example, announced a reduction of R$ 3.23 billion in its budget. The cut will mainly affect universities and federal institutes.
This is the 2nd time Bolsonaro has blocked funding from ministries this year alone. In March, he blocked R$1.72 billion from the rapporteur’s amendments.
