The enactment of the framework law on the expansion of regional autonomies “highlights a significant political goal, but underlines the need to complete the reform of Title V of the Constitution, with the Lep (Essential Levels of Civil and Social Services) at the center of the process” . This is highlighted by the 36th Eurispes Italy Report, published today. “The mechanism for the expansion of autonomy, based on the determination of the Lep, is crucial to guarantee uniformity throughout the national territory in the provision of services. The continuing delay in the definition of the Lep – indicates the report – represents a critical issue, with consequent impacts negative on the effectiveness of social rights”.
“The Scientific Technical Committee (Clep)” for the definition of Lep, “established in 2023, presented a final report in which it defined Lep as a minimum threshold to guarantee uniformity on the national territory. This definition will provide important guidelines for the Government and Parliament in defining the LEPs and related costs by 2024”, concludes Eurispes.
