Rains in Rio Grande do Sul led the government to postpone the application of tests across the country
The federal government’s decision to postpone the CNU (Unified National Public Competition) due to heavy rains in Rio Grande do Sul left candidates with doubts about the next steps in the selection process.
The 1st of them is the new date, which has not yet been announced. “At this moment, all the logistical issues involved with the race do not allow us to safely give a new date today”informed Minister Esther Dweck (Management and Innovation), in a press interview on Friday (May 3, 2024).
The minister cited the constant growth in the number of affected cities, roadblocks and victims, not only in Rio Grande do Sul, but also in areas of Santa Catarina, which led the government to decide to postpone. According to Esther Dweck, under current conditions, “it is impossible to carry out the tests in the State”. The minister clarified that there was already a forecast in the notice regarding natural disasters.
Across Brazil, there are more than 2 million people registered. “This decision is the safest for all candidates. With the postponement, we will guarantee that all two million candidates have the same conditions”he highlighted.
According to government sources, the decision to postpone the tests only in Rio Grande do Sul was considered, but there would not be enough question banks to prepare other tests with the same level of difficulty, which could generate a profusion of actions courts questioning the equality of the competition. It is different from the Enem tests (National High School Exam), which use the TRI methodology (Item Response Theory), with the possibility of preparing different tests for the same exam and with the same level of demand.

1) What is the new CNU date?
Esther Dweck informed that the new date for the competition tests has not yet been defined. According to her, the future date depends on the improvement of the situation in Rio Grande do Sul, which is facing heavy rains, and all the logistics involved in the event, such as reserving application sites.
“In the coming weeks, we may announce a new date. At this moment, all the logistical issues involved with the race do not allow us to safely give a new date today.”, said the minister. When defined, the new test application date will be published on the Official Diary of the Union by the Ministry of Management and Innovation.
2) Will the test be the same as the one that should be given on May 5th?
Dweck stated that, in principle, the test will be the same. According to her, 65% of the evidence had already been distributed to the cities, with escort from the PRF (Federal Highway Police), National Security Force and state security forces from the States.
According to the minister, with the postponement, the tests must be relocated to safe locations certified by Abin (Brazilian Intelligence Agency), the same ones used to store the Enem tests. The operationalization of this logistics will also have an impact on the definition of the new competition date.
3) Will the test locations change?
The Ministry of Management informed that there may be changes to the test locations, depending on the city and logistical conditions that will still be studied by the competition organization.
4) Will there be compensation to candidates (transportation, accommodation and food) due to the postponement?
There is no provision for any type of reimbursement for transportation, accommodation or food for registered candidates. According to Esther Dweck, more than 94% of registered candidates are, at most, around 100 km from the test location and have not yet traveled to the competition.
5) Will there be a registration refund?
The refund of the registration fee, in the case of those who cannot take the test on the new date, has not been made official, but the minister said that the ministry will provide guidance on this over the next few weeks.
