Aragón will promote days of civil protection training addressed to regional presidents and technicians so that, in the event of a possible flood of a river or ravine, they know as best as possible and apply the emergency and evacuation plans provided for in the Territorial Civil Protection Plan of Aragon (PLATEAR).
The Minister of Development, Octavio López, at the meeting of the Regional Cooperation Council, explained that “unfortunately, we have just witnessed a dramatic event that has devastated Valencia, causing more than 200 deaths and a worrying number of missing people, and this leaves us forces us to put ourselves on guard to be able to face a hypothetical emergency of this type as efficiently as possible”.
López has stressed that The priority “must always be to safeguard life of the people and, to the extent possible, their homes and material belongings, and in this task knowledge of the plans and an early reaction are crucial.
It is worth remembering that Aragón has also suffered the onslaught of the last two DANASthe one at the end of August and beginning of September and the one two weeks ago that, although they did not cause personal injury, they did threaten the integrity of people and caused enormous material damage in more than 60 municipalities in five regions: Community of Calatayud , Cariñena Region, Mining Basins, Bajo Aragón-Caspe and Sierra de Albarracín.
Regarding urban planning and the granting of licenses in the Community, the counselor has assured that Aragón has been showing “quite rigor” for years in the granting of urban planning licenses which, in any case, can sometimes occur with “some conditions”, because “it’s not all or nothing.

In this sense, the counselor has maintained that The Government of Aragon will work “in close coordination” with the CHE, the regions “and the town councils who are having a hard time solving what this DANA has produced, also to train people much better in the future and to provide a solution to a structural problem that is very serious,” he stated.
The actions
Training actions aimed at improving the response to weather emergencies are already established. Recently, some conferences were held with this objective, but Octavio López considered it appropriate to delve deeper into it to provide regional managers with sufficient knowledge to address “situations that are always very complicated.”
“For this reason, I have given instructions to the General Director of Local Administration to once again organize practical sessions aimed at preventive action in a scenario of threat or natural catastrophe that results in increased security for citizens,” he declared. Lopez.
A new training action in which the Aragón 112 technicians will explain the chains of command and how information has to flow in emergency cases.
“We have to do everything possible so that the civil protection plans are known to your teams, with clear managers and chains of command, the most efficient telephone numbers and forms of contact at all times and the mechanisms for transmitting information between those responsible for make decisions and face the population,” López explained to the regional presidents.
It has also shown the intention of the Government of Aragon to facilitate that throughout this year and the next, simulations can be carried out to put into practice all the theoretical knowledge acquired.
Additionally, Octavio López has pointed out that Aid lines are being studied to reinforce, update and develop municipal plansespecially in those riverside municipalities and others considered especially dangerous on the map and risk catalog of Aragon due to their geographical location or due to the industrial activity that takes place in their municipal area.
