Warning will appear superimposed on open screens on cell phones; use still depends on training with local civil defense agents
Anatel (National Telecommunications Agency) gave the “technical green light” for the implementation of a new emergency alert system. In format pop up, is superimposed on the open screens on cell phones. The information appears immediately on the devices screen and, to be closed, requires user action.
The tool cellbroadcast made use of 4th and 5th generation mobile technologies (4G and 5G) from operators Claro, Tim, Vivo and Algar.
Its use also depends on training to be carried out with local civil defense agents, but the expectation is that it will begin operating by the end of 2024, initially being tested in 10 small cities, with a history of environmental disasters.
By conditioning the closing of the screen to continue using the cell phone, the aim was to ensure that information about disaster risks is read more than alerts sent exclusively by SMS or via pay TV.
“Unlike SMS notifications, which reach users gradually, cellbroadcast text messages are received almost instantly by all users”, declared Anatel.
“Furthermore, depending on the type of emergency, the message may trigger a sound signal on the cell phone, even if it is in silent mode, which will allow greater alert functionality in risk situations.,” the agency stated.
EFFECTIVE USE
Anatel, however, states that the effective use of this “emergency alert solution” depends on the state and municipal civil defense authorities competent to deal with the risks established in Cobrade (Brazilian Disaster Classification and Codification).
“The objective is to complement and assist the actions of Civil Defense bodies in preventing and mitigating the impacts caused by natural disasters, alerting citizens who are in risky locations about the imminence of events such as flooding, floods, landslides, gales, rain hail, among others. The content of these alerts is the responsibility of the Civil Defense bodies,” the agency said.
