The attention of State Duma deputies during the autumn session will be focused on countering sanctions, developing the economy and upholding traditional values. This conclusion was reached by experts interviewed by Izvestia after the first day of work of the lower house of parliament, on September 13. The deputies considered a total of 25 issues, while the most resonant of the statements made concerned the confrontation between Russia and NATO, a special military operation in Ukraine, as well as protecting the interests of the country and its citizens.
In a special operation
To help the Russian military personnel who perform the tasks of the NMD in Ukraine with all their might, to introduce a counter-terrorist operation regime in all the territories of Russia bordering Ukraine, to strike not only military, but also civilian infrastructure during the NMD. It was with such high-profile statements by the leaders of parliamentary factions that the autumn session of the State Duma began on September 13.
— The session promises to be tense. During the summer months, the State Duma received 162 legislative initiatives. Today, 1,342 bills are under consideration, 314 of which were adopted in the first reading, four in the second, said Vyacheslav Volodin, speaker of the State Duma, at the opening of the session.
According to him, one of the key issues of the current session will be the adoption of the budget for the next year and the planning period. It will be submitted to the State Duma by October 1.
Besides, Representatives of the “United Russia” noted that special attention will be paid to the bills submitted to Parliament during the summer. It will focus, in particular, on support for combat veterans and their families, noted the first deputy chairman of the faction Dmitry Vyatkin.
The main leitmotif of the speeches of the leaders of the factions during the opening of the session was the international situation. So, the head of the Communist Party of the Russian Federation Gennady Zyuganov noted that in such a difficult and tense situation as now, the deputies never opened a session. According to him, unprecedented sanctions have been announced against Russia, so when adopting the budget, one must proceed from the real situation.
The head of the Liberal Democratic Party, Leonid Slutsky, also agreed with this opinion, emphasizing that the special operation continues, and its goals will be achieved.
“Today the entire collective West is fighting against Russia, the point of no return has been passed,” he stated.
The head of A Just Russia – For Truth, Sergei Mironov, in turn, urged not to spare money to help the army, and also suggested destroying not only military, but also civilian infrastructure in Ukraine, including railways and bridges. He also considers it necessary to introduce a counter-terrorist operation regime in all Russian territories that border Ukraine. “We are obliged to protect our citizens and forced refugees, including those from the Kharkiv region,” the parliamentarian stressed.
The State Duma is also concerned about the situation with the promotion of non-traditional values in Russia, so the parliamentarians intend to intensify their work in this direction.
Viacheslav Volodin also said that a meeting is planned for the near future with the participation of deputies within the framework of the CSTO Parliamentary Assembly and the Parliamentary Assembly of the Union of Belarus and Russia. In addition, a conference of parliamentary speakers on countering terrorism and strengthening interregional cooperation with the participation of China, Pakistan, Iran and Turkey will be held.
Will not be silenced
The deputies did not bypass the issues of the domestic agenda. Viacheslav Volodin, for example, praised the work of the government, which, according to him, began to pay more attention to the proposals of the deputies. Among the main economic topics that the parliament plans to work on this session, the State Duma speaker singled out the development of public electric transport and river communication.
The leader of the “New People” Andrey Nechaev devoted his speech to the past elections, which ended on September 11th. The MP proposed to cancel the multi-day voting format, which, in his opinion, complicates the work of observers and commission members.
In total, on the first day of the autumn session, the deputies considered 25 different issues. Among other things, they adopted in the first reading the draft amendments to the law “On Education”. The document provides for the introduction of federal basic general education programs (FOOP) that are uniform for the whole country “as a mandatory basic level of requirements for the content of general education.”
The deputies also considered a bill on the new application of the investment tax deduction. It will be available to companies that donate money or property, including equipment, to colleges and technical schools.
External agenda
According to experts, the work of the State Duma deputies during the autumn session will be aimed primarily at resisting sanctions, developing the economy under pressure from the West and upholding traditional values.
– Absolutely all factions today worked for the image of the parliament. The State Duma demonstrated that they control the agenda and know the mood of the people. That is why the leaders of the factions made such sometimes radical statements. Now this rhetoric won’t change – Dmitry Fetisov, a political strategist, explained to Izvestia.
According to him, the State Duma will continue to actively discuss the international agenda and will not remain silent. The course of the session will depend, among other things, on the events of the special operation in Ukraine and the attitude of the population towards it, the expert added.
The head of the Political Expert Group, Konstantin Kalachev, noted that the State Duma is increasingly involved in the discussion of the external agenda.
– This is understandable. After all, the State Duma is not only a legislative, but also a representative body of power. With its speeches, the parliament shows that it reflects the interests of the majority of the population, the expert explained.
According to him, of course, the main areas of work of the parliament during the autumn session will be decisions arising from sanctions against our country, a special military operation, relations with the West, the accession to Russia of the DPR, LPR, Kherson and Zaporozhye regions.
