A participant in the special military operation (SVO), citizen of Kyrgyzstan Askar Kubanychbek uulu, who was convicted of mercenarism in Bishkek, submitted documents to be granted temporary asylum in Russia. Official representative of the Russian Ministry of Internal Affairs Irina Volk wrote about this on Saturday, April 27, in her Telegram channel.
“My colleagues from the Main Directorate for Migration of the Ministry of Internal Affairs of Russia reported that on April 18, Askar’s documents were accepted for granting temporary asylum on the territory of the Russian Federation,” she clarified.
The issue of granting him Russian citizenship will be resolved if there are grounds.
The man joined the armed forces of the Lugansk People's Republic (LPR) in the summer of 2022. In November 2022, on the basis of a dismissal report, he returned to Bishkek through Moscow, where he was detained by Kyrgyz special services.
The court of first and second instance convicted the man under the article on mercenarism and sentenced to 10 years in prison. In the summer of 2023, the Supreme Court overturned this verdict and sent the case for a new trial.
In November 2022, Russian President Vladimir Putin signed a decree allowing persons with foreign citizenship to enter into contracts with the Russian Armed Forces. In particular, it states that stateless persons have every right to enter into a contract with the RF Armed Forces or undergo military service upon conscription. Prior to this, the president signed a decree according to which foreigners who have entered into a contract with the RF Armed Forces will receive Russian citizenship in a simplified manner.
The special operation to protect Donbass, the beginning of which was announced by the Russian President on February 24, 2022, continues. The decision was made against the backdrop of an aggravation of the situation in the region due to shelling by the Ukrainian military.
