Last exceptional weather conditions during the growing season and poor yields have led to a shortage of spring cereals and oilseed rape.

The government has decided to set up emergency stocks of these seeds to ensure spring sowing.

A maximum of 15,000 tonnes of seed for spring cereals, ie barley, oats and spring wheat, and 50 tonnes of oilseed rape for spring cereals, ie barley, oats and spring wheat, will be released from the security stocks of the Security of Supply Center (IGC).

The Center shall ensure that the introduction of stocks takes place in a competition-neutral manner, without disturbing the market.

In The level of Finland’s grain harvest in 2021 was 2.6 billion kilos, compared to 3.5–4 billion kilos in normal years.

The effects of a difficult growing season are also reflected in the amount of the farm’s own seeds used to secure the next sowing season.

In December, as part of the monitoring of the seed situation, the Center for Supply Security sent a request to the seed industry for an opinion on the need to set up emergency stocks. In all statements, the opening of stocks was considered a necessary and necessary measure.

Seed is a necessary input and is based almost entirely on domestic production, commercial stocks and ultimately emergency stocks. Seeds of varieties cultivated in Finland are hardly available abroad.

The last time the Government decided on the use of seed storage stocks in the spring of 2018 was due to the weather conditions in the 2017 growing season, which significantly reduced the quality and quantity of certified seed and the farm’s own seed.

Quantities of seed withdrawn from storage shall be returned to storage as soon as production possibilities allow.

The Center estimates that it will take 1 to 3 years to restore stocks, depending on the market and production conditions.
