The asset was sold without competition and a premium of 232%; at the beginning of the week it was expected that CCR would also compete
The company aena, which already manages airports in the Northeast region of the country, took the auction for Congonhas airport and 10 other terminals in Minas Gerais, Pará and Mato Grosso do Sul. The company was the only bidder. The amount paid was R$ R$ 2.4 billion, the minimum required to participate in the event. Premium of 232%.
Until the beginning of the week it was expected that the CCR also entered the auction, but withdrew. The contract will last for 30 years, with an expected investment of R$ 5.8 billion in the entire block, of which R$ 3.3 billion in Congonhas alone.
Here are some of the works to be carried out:
- expansion of airport capacity;
- increase in the aircraft apron;
- expansion of the passenger terminal;
- new departure lounges;
- new baggage claim belts;
- new boarding bridges (must increase from 12 to more than 30);
- new check-in areas.
Today, Congonhas is the 2nd busiest airport in the country, behind Guarulhos (SP). In 2019, the last year before the pandemic, Congonhas transported 22 million passengers. The expectation is that it will transport 30 million people a year after the concession.
For lawyer Gesner Oliveira, partner at GO Associados and coordinator of the Center for Infrastructure Studies and Environmental Solutions at Fundação Getúlio Vargas, the increase in slots (right to land and take off from an airport within a certain time interval) in Congonhas is not a problem, as long as Aena bears the investment commitments so that the airport can handle the increase in the flow of planes.
“A volume of 5.9 billion that is important to ensure that the airport functions properly. It would be very bad if the Congonhas grade increased and did not ensure the improvement of infrastructure. This could cause delays, noise, difficulty in the movement of people and vehicles both at the [aeroportuário] like in the surroundings“, said.
Gesner also believes that the government’s auction modeling, of placing deficit assets together with few surpluses, will require attention from Anac (National Civil Aviation Agency) in the coming years to ensure the necessary investments in smaller assets that came with Congonhas.
Too many blocks
XP took the block from the airports of Jacarepaguá (RJ) and Campo de Marte (SP) for R$ 141.4 million, the minimum required. The asset is geared towards executive aviation.
