Eleven city councils in the region approved this Thursday in Fuenlabrada the text of the initiative to modify the Land Law of the Community of Madrid with the aim that cities have the initiative when declaring themselves as areas of stressed residential market and, this way, there is the possibility of acting on the real estate market to facilitate access to housing.
This text will be submitted for approval by all plenary sessions of the different municipalities during the month of November, stated the Fuenlabrada City Council in a statement.
It has been agreed by the Commission of mayors established last week for this purpose and to which the municipalities of Pinilla del Valle and San Martín de la Vega have been added. These join those of Fuenlabrada, Alcorcón, Getafe, Parla, Ciempozuelos, Coslada, San Fernando de Henares, Mejorada del Campo and Velilla de San Antonio.
The mayor of Fuenlabrada, Javier Ayala, has highlighted that “the administrations are obliged to act with the aim of making effective the right of people to housing“At the present time that means being able to use the legal tools that we have at our disposal, such as the law that allows us to declare areas as especially stressed and, consequently, gives us the possibility of intervening in the market to, for example, controlling rental prices,” he stressed.
The purpose is to have the possibility of being able to make use of that law without the veto of the Community of Madrid to be able to “make housing affordable for everyone, but especially for young people.”

The Commission of Mayors has proceeded to approve the preamble and the text of the legislative initiative to regulate the declaration of tense areas in the Community of Madrid. These documents will now be approved during the month of November by the different municipal plenary sessions so that the initiative is raised to the Board of the Madrid Assembly.
The mayors have agreed on the need for this initiative to go ahead with the aim that public administrations can “cooperate when intervening in the real estate market and facilitating access to housing for citizens.”
“For the moment, the Government of the Community of Madrid has systematically refused to declare stressed residential market areas as provided for in the State Law for the right to housing,” he added.
In this sense, they have been convinced that this initiative, promoted by municipalities that represent around 900,000 citizens of the Community of Madrid, will be debated in the Madrid Assembly.
