During his appearance at a Labor Commission in Congress this Wednesday to explain the main lines of action of the Ministry of Labor and Social Economy, Pérez Rey indicated that they will propose this last measure and will demand that CEOE and Cepyme say “If this is valid or not valid to reach an agreement«, and if it is not enough, Labor will fulfill its commitment and reduce the working day to 37.5 hours by 2025.
“We will make the last offer at the table on the 29th, we will wait for the organizations to respond to us, and if we can count on the employers it will be great news for us, but if we cannot count on them, we will try to reach an agreement with the union organizations” Pérez Rey warned, while indicating that this proposal is aimed primarily at sectors such as commerce, cleaning or hairdressers.
Thus, he stressed that the Ministry has been trying to “reach an agreement” with social organizations since January and that “everything” has been tried to increase working time from the current 40 hours per week to 37.5 hours by 2025. since this measure will benefit 12 million workers who do not have their hours cut because there are many collective agreements in which this reduction has not yet been achieved.
Thus, Pérez Rey asked CEOE and Cepyme to make a decision thinking about representing the interests of Spanish companies and not about “playing” other interests that are far from representation and “more linked to politics.”
For the Secretary of State, it is necessary to bring this reduction in working time by law “as soon as possible” to the Congress of Deputies. “The only way to democratically guarantee the well-being of all workers in this country by boosting the productivity of companies is to reduce working hours through the law,” he stated.
On the other hand, during his appearance, the Secretary of State for Labor also defended the management of the Ministry of Labor during these years, which has allowed greater stability in employment, although he indicated that there are still pending issues.
Among these, Pérez Rey conveyed the Government’s commitment to transpose the directive on transparent and reliable working conditions and move towards a scholarship holder status.
Denies the decree law option
On the other hand, the Secretary of State for Labor denied that the reduction in working hours was intended to be done by royal decree law, as the Popular Party has assured that the Ministry of Labor has proposed doing to bypass social dialogue.
In this regard, Pérez Rey defended the social dialogue that the Government is carrying out to develop policies, a position very contrary to that of the Popular Party (PP) government of Mariano Rajoy. “We have reached 20 social dialogue agreements, (…) in most of them with the employers’ association involved,” he stressed.

When asked by the PP about measures planned by the Ministry of Labor to address the increase in absenteeism from work, the Secretary of State indicated that the Ministry will not allow this issue to be an excuse to cut labor rights.
