Despite the territory’s strong opposition to experimental offshore wind farm of Roses (Costa Brava), both for the environmental and visual impact, the project continues to advance. City councils and residents of the area report that tests are being carried out to bury high voltage electrical wiring coming from the wind turbines without the authorization of the councils and against the will of the owners.
The City Council of Ventallóone of the municipalities most affected by the 16-kilometer evacuation line, denied authorization to the company responsible for installing the cable due to lack of documentation, such as the definitive project or the environmental impact report for this line. But despite not having the permit, they have continued with the interventions. The councilor for conservation and maintenance of rural roads and energy, Joan Albert Teixidor, regrets that they feel belittled by the Government and that They are not taken into account “at all.”
Teixidor explains that several residents of the town have alerted them that vans and trucks from the Geoplaning company have entered their properties without their permission and They have begun to drill holes in the land. They have also done it on public roads, as Teixidor himself has been able to verify, when “he caught red-handed some workers doing work in the area”.
“It is very serious that they are entering the farms without municipal permission or the ownerswith total arrogance,” he laments. “We have contacted the Mossos d’Esquadra, but they don’t want to know anything, they say that it is not their responsibility,” says Teixidor, who has left it in the hands of the City Council’s legal service. .
Given the lack of information from the Generalitat, those affected have mobilized through the “No to Plemcat” platform, which will be presented on November 9. They have already called a march at the Viladamat roundabout, at the L’Escala tourist office and on the Riuet beach.
The project will affect agricultural land
This is the experimental offshore wind farm that the Generalitat wants to put into operation on the coast of Estartit to test prototypes of wind turbines, improve them and collect data on the ground with the aim of minimize environmental impact of the future Gulf of Roses park provided for by the maritime space management plan (POEM), approved by the Spanish Government more than a year ago, between the Medes Islands and Cape Creus.
The Government’s project, called Plemcat, plans to install three wind turbines with a unit power of 15 MW 25 kilometers from the coast, connected to a new substation in Vilaür through a 16-kilometer underground land evacuation line that will cross 254 farms in Ventalló, Armentera, Sant Mori, Sant Pere Pescador, Vilaür and L’Escala. It has a cost of 80 million and the forecast is that works will begin next year and it will be a reality in 2026.
Of these 16 kilometers of underground land route, one third will pass through publicly owned roads, two thirds through agricultural farms and, in 13 cases, it will cross crops in between.
In this sense, beyond the visual impact of the wind turbines, Teixidor warns that this wiring will spoil the agricultural land of farmers in the area. The Unió de Pagesos union has already warned that drilling could cause salt water to enter the Fluvià aquifer and salinize crops. “90% of those who live in this area work in the agricultural sector,” explains Teixidor.
Teixidor makes it clear that the City Council is against this specific project, but not the wind farms: “We are in favor of renewables, but with the consensus of the territory,” he said. “We are willing to negotiate the project so that it does not affect the owners of the farms, but they have completely left us aside,” laments Teixidor.
