Football: Mulè amendment towards reformulation, leagues have the right to fair representation
We are moving towards a reformulation of the Mulè amendment on football, in agreement with the government, to make the new rule less invasive. The new text, as Adnkronos has learned, after paragraph 1, would read: “1-bis. In compliance with the statutes of the relevant federations in order to ensure adequate representation in the federal systems referred to in this article, in team sports composed of professional athletes and with general mutuality mechanisms provided for by law, professional sports leagues have the right to fair representation in the governing bodies of the relevant national sports federations which also takes into account the economic contribution made to the relevant sports system”. For some time now, the Serie A football league, which by law must guarantee 120 million euros to the rest of football through a mutuality, has been complaining about an electoral weight, equal to 12%, which does not represent it correctly.

FIFA and UEFA warn Italy and FIGC through a joint letter in relation to the Mulè amendment and the education and sport decree that could overturn the existing federal organization. “If it were to be adopted and made executive in its original formulation, or even in a new one with substantially the elements addressed, there would be no other choice than to submit the matter to the competent bodies for the examination of measures, including a possible suspension of the FIGC – the letter reads -. Which among other things would make Italy incompatible as a co-host country of the final phase of the UEFA European Championship 2032”.
The warning from FIFA and UEFA comes after Minister Abodi had recently decided to temporarily set aside the Mulé amendment with the aim of remodelling it in terms of relations between professional leagues and federations and with regards to the autonomy of sports justice with respect to administrative justice.

“This letter arrives by priority mail before we discuss an amendment that, look at that, concerns those subjects. We will find out how well founded it is and when it dates back to.. Perhaps other things will come up during the afternoon. Parliament certainly moves forward, being a bulwark of democracy, and therefore we will calmly discuss the amendment”, said Forza Italia MP Giorgio Mulè on the sidelines of the presentation of a book in the Chamber, commenting with reporters on the joint letter from FIFA and UEFA sent to the Football Federation, in which Italy is admonished for the amendment of his first signature. To those who ask whether the amendment can move forward, Mule’ replies: “others would like to stop it, the amendment goes forward because it must go forward”.
