The use of artificial intelligence and the Internet of Things has allowed the Cartagena City Council to develop the two low emissions zones (ZBE) in El Ensanche and the historic center without access restrictions for drivers.
The Mobility and European Projects delegation, led by councilor Cristina Mora, has implemented, together with the technology company Libelium, fifty air quality measurement devices, twenty of which are within the two low-emission zones. These devices serve both to measure air quality in real time and to calibrate seasonal changes with artificial intelligence. The rest of the data comes from atmospheric monitoring databases, traffic flow and air quality, as well as models of air behavior within a city, given that air – and therefore pollution – moves differently. depending on the orientation of the street, the height of the buildings and the urban planning.
However, the computer program used offers an environmental granularity of up to 100 meters of precision. As the data is processed with different algorithmic models, it allows the most contaminated areas to be identified and different scenarios to be simulated. The Cartagena City Council has been able to simulate ten types of measures and evaluate their impact in selected areas. It has identified pollution hot spots, heat islands, parameters with critical levels, areas of low air quality and points of conflict in mobility.

According to the company, the artificial intelligence is reviewed with each change of season. These measures of the Sustainable Urban Mobility Plan have a budget of 700,000 euros charged to Next Generation European funds within the Recovery, Transformation and Resilience Plan, in the 2021 mobility call of the Ministry of Transport, Mobility and Urban Agenda. They include 19 data readers for future traffic studies, 50 air quality devices, 18 information panels at the entrances to low-emission zones and signage.
