The Roads and Transport Authority in Dubai confirmed that it is conducting inspection campaigns to monitor wrong practices by owners of residential units in the right-of-way, explaining that violators are being dealt with based on Executive Council Resolution No. 54 of 2021, regarding regulating work in the right-of-way in the Emirate of Dubai.
The authority told Emirates Today that it has laws, legislation, and technical and engineering guides based on international standards regarding design and implementation, including but not limited to: a guide for managing traffic in work zones, in addition to the presence of periodic supervisory controls on existing works and carrying out campaigns. Inspection based on Executive Council Resolution No. 54 of 2021 regarding organizing work on the right of way.
The Authority indicated that it has made it possible to provide four types of services to the public of state citizens, represented by the Right of Way Administration, which are: a wedding tent permit, which is submitted to obtain approval to install wedding tents on the right of way, and a funeral tent permit, which is submitted to obtain Approval for the installation of mourning tents, in addition to a “road clearing” permit, which is a service provided to carry out “clearing” works, to prevent parking in front of the car entrance to private residential villas, and finally a sidewalk modification permit, as this service is provided to clear the sidewalk in front of the car entrance to private residential villas.
The Roads and Transport Authority pointed out that, in addition to this, other right-of-way services are available to all customers, which are: requesting the issuance of a permit for diversions of main streets and intersections, requesting the issuance of a permit for diverting streets and secondary intersections, requesting the issuance of a permit for works to protect groundwater withdrawal lines, and requesting the issuance of a construction permit. Or demolishing a building, requesting the issuance of a sidewalk modification permit, requesting the issuance of a permit to occupy part of a right-of-way, requesting the issuance of a permit to provide entrances and exits to a construction site, requesting the issuance of a permit to close a street for a public event, requesting a vehicle census permit, and requesting the issuance of a permit for parking spaces on private lands subject to fees. He requested a study on the design of outlets, and a request for a permit to install a temporary fence.
The Authority indicated that the most prominent violations observed by residential unit owners are the exploitation of the right of way for agriculture, tents, sitting rooms, and fences that are considered to block the view of road users and impede pedestrian movement, in addition to blocking parking lots in front of villas with cones and plastic poles.
The Authority confirmed that it, represented by the Right of Way Administration, is working to raise public awareness through the media, the Authority’s social media channels, and annual workshops for customers.
