There was contact with party leaders, who complained that the text was presented without prior negotiation on a topic that had already been deliberated.
Government ministers of Luiz Inácio Lula da Silva (PT) were informed by party leaders that the MP 1,202which deals with reimbursing the payroll of 17 sectors of the economy and also lowers other standards to increase revenue, does not pass the plenary. The provisional measure was published on December 29, 2023. It expires on April 1, 2024.
The information was collected by ministers linked to Centrão and passed on to Palácio do Planalto. There is little willingness to negotiate. The assessment is that the topic has already been deliberated by the Legislature.
To start a new round of debates, these party leaders say that the government has to start with debates, not with an MP.
There is growing dissatisfaction with 3 aspects of the government's action strategy:
- agreements – have been broken. They cite the vetoes to the LDO as an example;
- defeats – government has to absorb it. There is no point in insisting on topics that the Legislature has already decided on in another direction;
- MPs without warning – there are complaints about the strategy of sending broad measures with a view to approving a portion of them.
MEETING WITH PACHECO
The President of the Senate, Rodrigo Pacheco (PSD-MG), will have a meeting with party leaders this Tuesday (9.Jan.2024), at 10am. He is pressured by politicians and businesspeople to return the MP to the Planalto Palace.
The meeting will take place during the Senate recess, which lasts until February. At least the following leaders will be present at the meeting:
- Carlos Portinho (RJ), leader of the PL;
- Tereza Cristina (MS), leader from PP;
- Efraim Filho (PB), leader from União Brasil;
- Izalci Lucas (DF), leader from the PSDB;
- Jorge Kajuru (GO), leader from the PSB;
- Randolfe Rodrigues (without party-AP), leader of the Government in Congress;
- Jacques Wagner (PT-BA), leader of the Government in the Senate.
The chance that the president of the Senate will return the provisional measure is remote. But some definition can be made by the senators so that the government can sit at the negotiating table.
