In this context, the State Department's report on human rights puts the finger on Mexico, but without recognizing that the old strategy of counterinsurgency repression of the PRI governments against dissidents and guerrillas no longer exists and that they obeyed logic and United States training. It has not been a secret that the years of brutal repression by the Federal Security Directorate were during the PRI and were due to the subordination of the Mexican political police to the CIA, especially two of its main directors: Fernando Gutiérrez Barrios and Miguel Nazar Haro, and that currently the Mexican intelligence offices do not obey the still counterinsurgency interests of the US espionage community.
And it is even commonplace to point out that the United States sees the speck of human rights violation in another's eye, without recognizing the beam in its own: the racism against the Mexican, African American and Asian communities and their current descendants, the repression right now against students protesting against Biden's policy towards Israel in Gaza and Iran, police brutality that has murdered dozens of innocents and many other expressions that do not respect the human rights of Americans.
The State Department report would be the central point of United States intervention in the Mexican electoral process, since it had an important element in the visit made in February by the opposition candidate Xóchitl Gálvez Ruiz in frank violation of the criteria of political nationalism that should have been considered as they opened the Mexican door to the American intelligence and national security community.
