Ordinance from the Ministry of Agriculture changed the rules; auditors say that shorter deadlines harm their work
O Anffa Sindical (National Union of Federal Agricultural Tax Auditors) wants to open a case in court against a government ordinance Ministry of Agriculture which reduces certification deadlines for products of animal origin. The new ordinance came into force immediately after the date of publication.
The document with the new rule was published this Thursday (28.mar.2024) on official diary. It was signed by the minister Carlos Fávaro, Agriculture and Farming. The text changes excerpts from a 2021 ordinance, sanctioned during the government of Jair Bolsonaro (PL). Here's the complete (PDF – 64 kB).
The shorter deadlines for issuing certification were as follows:
- for animal feed – now lasts 5 days, previously it was 15;
- of animal origin intended for export – it was 5 days and became 2.
Anffa states that a change in deadlines could “collapse the system” auditors' analysis. According to the entity, the average period for evaluation by the competent bodies is 3.49 days.
The auditors also say that the new determination could be harmful to the health of Brazilians, as a more hasty inspection would be carried out with less caution.
“The conditions are unfeasible, as the career suffers from a staffing deficit of around 1,600 auditors”says the text published by the union in response to the ordinance.
A previous ordinance on the topic had already been published on Tuesday (26th March). The difference is that previously the deadline for products of animal origin was reduced to 4 days.
“Anffa Sindical warns of the impossibility of meeting the new established deadlines, far below the historical average deadlines, in addition to the fragility of tacit authorization for products intended for animal feed in light of commercial agreements”says the statement.
