The US has been preparing this measure for two months, which it has finally decided to put to the vote one day after Pyongyang will launch three other missiles, including one apparently intercontinental ballistic.
The new trial occurred after the end of an Asian tour of US President Joe Biden, in which he promised to strengthen the nuclear deterrent on the Korean peninsula. In total, North Korea has carried out 17 such tests so far this year, a clear escalation from recent years.
The United States has insistently defended that the Security Council must respond harshly and reinforce the sanctions that weigh on the Kim Jong-un regime, which began to be imposed in 2006 after his first nuclear test and have been extended on several occasions.

However, in several debates held this year, both China and Russia have been against the idea and, on the contrary, have considered that sanctions should be reduced to recognize the pause in atomic tests and the rapprochement it showed with the United States. USA during the Administration of Donald Trump (2017-2021).
China and Russia believe that lowering the punishments could help resume a dialogue that has not produced results so far.
Neither of the two countries has openly said that they will veto the resolution proposed by the United States, but in all the meetings on the matter they have been very critical of the position of Washington and its allies.
