His Excellency Yoweri Museveni, President of the Republic of Uganda, opened the Non-Aligned Movement Summit in the Ugandan capital, Kampala, which was held under the title “Deepening Cooperation for Shared Global Prosperity,” on January 19 and 20, 2024, in the presence of heads and representatives of member states.
His Excellency Khalifa Shaheen Al Marar, Minister of State, headed the UAE delegation to the summit, where he delivered the state’s speech, which indicated that out of his belief in the basic principles of the Non-Aligned Movement and the lofty authentic values established by the founder of the state, the late Sheikh Zayed bin Sultan Al Nahyan, may God have mercy on him, he established His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, may God protect him, the state’s journey that urges joint action and the integration of efforts made to confront challenges related to regional crises, by alleviating tensions and enhancing the role of diplomacy and dialogue, as they are the best ways to build confidence, and resolve disputes.
His Excellency Al Marar added: We in the UAE affirm our commitment to the basic principles of the Non-Aligned Movement, and work to enhance common interests, cooperation and solidarity to confront all repercussions and crises facing the countries of the Non-Aligned Movement.
He stressed the UAE's commitment to the principles and purposes of the movement. With the aim of strengthening multilateral action and cooperation to confront challenges, achieve common goals that are based on the principles of international law, adherence to the goals and purposes of the United Nations Charter, friendly relations between countries, resolve disputes by peaceful means, establish a culture of peace, not use force or threaten it, and respect the sovereignty of states. Its territorial integrity and political independence, non-interference in its internal affairs, and resolving disputes by peaceful means in accordance with the Charter of the United Nations and international law.
On this basis, His Excellency stressed that the UAE is striving to reach a peaceful solution to the issue of the three UAE islands occupied by Iran, Greater Tunb, Lesser Tunb and Abu Musa, through bilateral negotiations or accepting to refer the case to the International Court of Justice in accordance with the principles and rules of international law.
On the other hand, His Excellency Al Marar referred to the situation in the Gaza Strip, and stressed the UAE’s priorities in working to achieve a ceasefire, preserve the lives of civilians, protect them, provide relief and medical aid to the population in sufficient and continuous quantities, and avoid expanding the conflict and what threatens security and stability in the region. Explaining the efforts of the UAE within the framework of the “Operation Gallant Knight 3” initiative, its multiple and continuous assistance to relief civilians in the Gaza Strip, and its diplomatic action and communications since the outbreak of the crisis, in an effort to stop the escalation, cease fire, and restore calm to stop the bloodshed.
He said that the efforts made by the wise leadership of the UAE resulted in the United Nations Security Council adopting Resolution 2712, as well as Resolution 2720, during the country’s non-permanent membership in the Council.
Regarding Sudan, His Excellency stressed that the UAE’s diplomatic action has always been, and continues to be, supportive of the efforts made to calm, exercise restraint, reduce escalation, and urge action to end the conflict in Sudan.
Historic agreement
During the country’s speech before the summit, His Excellency Al Marar spoke about the UAE’s successful hosting of the twenty-eighth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (28 COP) and the achievements that were achieved in it, as the historic “Emirates Agreement” was adopted, which includes an unprecedented declaration. To address the repercussions of climate change, as well as announcing the establishment of a $30 billion fund for climate solutions worldwide to bridge the climate financing gap, and approving the activation of the climate “loss and damage” fund with a contribution exceeding $550 million, in addition to supporting the health sector in Africa with a value of $220 million. .
