This Friday, November 1, the bulk of the unemployment benefit reform comes into force, which improves the amount of the benefit, makes the requirements to access it more flexible and expands the number of beneficiary groups.
The decree law to reform unemployment assistance protection was approved a few months ago, although the entry into force of most of the measures was postponed until today due to their greater complexity and technical and human requirements.
This assistance or non-contributory benefit is received in the case of having exhausted the unemployment contributionnot having contributed enough to access it or being over 52 years old, among other assumptions.
The new amounts of unemployment benefits
Starting today, the amount to be received will be higher and will rise to 95% of the Iprem (about 570 euros per month) during the first six months, to go from the seventh month and during the following six months to 90% of the Iprem (540 euros). The rest of the period, until completing the maximum of 30 months, will be at 80% (480 euros) as has been paid until now, an amount that is maintained for those over 52 years of age.
Furthermore, for this last group (over 52 years of age) the retirement contribution is maintained at 125% of the minimum base in force at any given time.
Access to the subsidy is also facilitated for those under 45 years of age without family responsibilities, for temporary agricultural workers, for cross-border workers in Ceuta and Melilla, and for those who can prove contributions for periods of less than 6 months and who do not have family responsibilities.
As a novelty, the subsidy is extended to victims of gender violence and returned emigrants.
Likewise, the amounts of subsidies caused by people with part-time contracts are equated with those with full-time contracts, which mainly benefits women. Accessibility to subsidy is improved by eliminating the month of waiting to submit the application once the contributory benefit has been exhausted and the recognition period is reduced to one quarter.
New gateway to the Minimum Vital Income (IMV)
A gateway is also articulated to automate the transition to the minimum vital income (IMV) from the unemployment benefit so that those who meet the conditions to receive this minimum income can receive it directly and automatically.
People who collect unemployment benefits will have to submit the personal income tax return every year from 2025, regardless of whether the income threshold that requires filing the declaration (22,000 euros with a single payer) is not reached.
Also starting this month, the active insertion income (RAI) and the extraordinary unemployment benefit (SED) are also repealed.
People who, as of November 1, 2024, have applied for, are beneficiaries of, or have had any of the existing subsidies suspended, including SED and RAI, will continue to be governed by the previous regulations until they expire.
The referral to the IMV of subsidies that until now were regulated by the RAI or the SED will be carried out as of November 23.
These measures are added to those that already came into force when the regulation was published, such as the possibility of making the agricultural subsidies of Andalusia and Extremadura compatible with those of the general regime and the reduction to 10 of the number of actual days required to access the first (the so-called peonadas).
The employment support complement will also begin to be applied for beneficiaries of the subsidy, that is, the possibility of receiving it while working as an employee, whether full-time or part-time, while this incentive for workers remains until April 2025. recipients of the contributory benefit.
