The Ministry of Transport and Sustainable Mobility defines the Low emission areas (ZBE) As the areas where access to vehicles that do not meet certain demands are restricted, with the aim of improving air quality in Spanish cities.
The government transferred the powers of these ZBE to the municipalities of the cities of more than 50,000 inhabitants. These areas are accompanied by the so -called green labels, which serve to classify cars based on their level of polluting emissions.
- The label a It corresponds gasoline cars that are prior to the year 2000 and diesel cars prior to the year 2006.
- The label b It corresponds to gasoline cars enrolled between January 1, 2001 until December 31, 2006 and diesel from 2006 to 2015.

It is established that between the past January 1 and next September 30all cities of more than 50,000 inhabitants will have to have their zbe already activated.
Some cities They have already announced the start -up dates: Barcelona, Palma de Mallorca, Bilbao, Málaga, San Sebastián, Córdoba, Pontevedra, A Coruña, Sevilla, Pamplona, Zaragoza and Badalona.
Palma de Mallorca It will prohibit vehicle access with B and C labels in phases. Since January 1, cars cannot enter without label. From 2027, the restriction will be extended to vehicles with B label, and in 2030 it will also apply to cars with label C.
As to Bilbao, Malaga and San Sebastiánthese cities will apply similar norms. Bilbao will prohibit the access of vehicles with B label to its ZBE from April 2025, except for the registered in the area, which will have an extension until 2029.
Malaga will apply these restrictions from 2027, and finally San Sebastián will do so in 2028limiting both access and vehicle parking with label B.
