The European allies of Ukraine and the US have shown their divergences on Ukraine on Monday with two opposite resolutions in the UN General Assembly.
The first resolution, written by Ukraine with the support of its European allies, asks Russia to immediately withdraw their troops and speaks of invasion and the need to respect the sovereignty and territorial integrity of the country. This resolution has been approved with 93 votes in favor, 18 against and 65 abstentions. Among the votes against: USA and Russia.
For its part, the US had introduced its own resolution in which it simply called “a rapid end to the conflict and a lasting peace between Ukraine and Russia”, without talking about invasion or territorial integrity.
However, the original text has been amended at the proposal of the EU that has introduced a paragraph “reaffirming its commitment to sovereignty, independence, unity and territorial integrity of Ukraine within its borders recognized internationally.” The amendment has also replaced the phrase “lasting peace between Ukraine and Russia” with “just, lasting and complete peace between Russia and Ukraine in line with the United Nations Charter.”
The United States has ended up refraining from its own resolution, but the text has been approved with 93 votes in favor, 8 against and 73 abstentions. Before the vote, the US ambassador had asked the rest of the countries to vote against the EU amendment and had asked Ukraine to withdraw his own text. “We can’t support her,” he had said.
Until now, five resolutions on the War had been approved in the General Assembly in which the end of the invasion and the withdrawal of the Russian troops were requested. The United States had voted in favor in all of them, so this Monday’s vote shows the foreign policy turn initiated by Donald Trump.
The American maneuver in the General Assembly occurs days after Donald Trump has initiated negotiations with Russia to end the war while launched by a Hard offensive against Ukrainian PresidentVolodimir Zelenski, whom he has called “dictator” and who accuses of not wanting to end the war.
The United States takes forward a resolution in the Security Council
Where the US has achieved a victory is in the UN Security Council, where it has achieved a resolution that simply “implores a rapid end of the conflict and urges a lasting peace between Ukraine and the Russian Federation.”
The resolution introduced in the United States Security Council, which avoids talking about invasion or territorial integrity, has been approved on Monday with 10 votes in favor, five abstentions and zero against. The United Kingdom and France have refrained, while Russia has voted in favor of a text that softens the position that the UN had maintained until now about the Ukraine War.
The vote crystallizes Washington’s approach to Moscow, while Europe assists impotent to the distancing of a historical ally. In the same way that the French president, Emmanuel Macron, on Monday there has been no other than to trust Trump’s word and accept that the European Union must be more involved in the defense, the United Kingdom and France have opted for a resigned abstention in place to vote against. At a time of maximum fragility in relations on both sides of the Atlantic, Europeans do not dare to make Trump be angry
Unlike what has happened in the General Assembly, European allies have failed to introduce their amendments to include the situation of Russian aggression on Ukraine and the invasion. In the three amendments presented by European countries, Russia has voted against. Similarly, the two Russian amendments have not gathered the necessary support.
The scene is very different from what has been previously experienced in the United Nations General Assembly, where European allies have achieved amendments to the text presented by the United States, stating the concepts of invasion, as well as the long support From the UN to kyiv during the war, unity and territorial integrity of Ukraine.
