Matveev: the minimum fine for wearing a niqab could be 10 thousand rubles
If the bill banning niqabs is adopted, the minimum fine for a “hidden face” could be 10 thousand rubles. Details about the document being prepared were revealed by State Duma deputy Mikhail Matveev, whose words are quoted by RTVI in Telegram.
The parliamentarian stressed that the bill will not contain a word about head coverings for Muslim women, including the niqab or burqa. “It will not be motivated by religion, but solely through issues of security and personal identification,” he explained.
The politician also called the position of the Mufti of Moscow Ildar Alyautdinov cunning, who declared his readiness to support the initiative if the connection of wearing a niqab with an increase in the risk of extremism is confirmed. Matveev called on people not to start discussions about religious clothing. According to him, in conditions of high risks of terrorist threats, it is necessary to raise the question of banning any items covering the face, except for medical masks or special clothing. “I don’t care if she’s religious.” [одежда] or anti-religious. Matveev did not specify the time frame for submitting the bill to the State Duma for consideration, noting that the document “will be ready soon.”
Earlier, the Mufti of Moscow Ildar Alyautdinov warned that the ban on wearing the niqab could cause tension in society. According to him, the restriction will look like a violation of the norms of secular law and the Constitution, which guarantees Russian citizens the right to free religion. In addition, he emphasized that in Muslim countries a ban on traditional women’s headdresses may be regarded as repression of Islam.
The head of the Human Rights Council under the President, Valery Fadeev, proposed introducing a ban on wearing the niqab. He explained the initiative by the risks of the spread of extremism. At the same time, the social activist emphasized that wearing this headdress is already prohibited in a number of Central Asian countries.
