The 41st Congress of the PSOE has approved a proposal for a new autonomous financing system that maintains the mention of bilaterality between the State and the autonomous communities, but agrees to include that the new system must be negotiated “multilaterally” in the Policy Council Fiscal and Financial. “This model will be approved multilaterally within the Fiscal and Financial Policy Council, without prejudice to the bilateral relationship of the State with each community autonomous according to what is included in the different statutes,” indicates the text transferred by the PSOE, which also says that the system “must be directed towards a federal financing model.”
In this way, the PSOE includes a mention of Fiscal and Financial Policy Councila, claim of some critical federations, and specifies its initial proposal, which spoke of the reform of the financing system having to make “multilaterality and bilaterality” compatible.
It also maintains the federalization of the Tax Agency “to give more decision-making capacity to the autonomous communities” and to deploy a network strategy with the regional treasuries “promoting coordination with the autonomous communities.” This initiative had been amended by several federations that requested its withdrawal, but at this point Ferraz has imposed his criteria.
Therefore, the PSOE agrees on a common position, which will mark the party line and must be accepted by everyone, on the issue that had caused the most friction between the federations and the leadership. In this sense, sources from different federations that had presented critical amendments maintain that they have reached a minimum agreementwhich will allow the territory to continue defending its positions.
In this way, the PSOE advocates carrying out a reform of the Autonomous and Local Financing System to increase the resources of all the autonomous communities and the autonomous cities of Ceuta and Melilla so that they all have more resources than at present. After the negotiation they have added a mention to “guarantee sufficiency and equity in the provision of public services, especially in health, education and social protection.”
Another last-minute contribution points out that the relief to debt public of the autonomous communities generated during the financial crisis must be done with criteria “homogeneous and equitable“.
Along the same lines that Ferraz had already proposed, they indicate that the composition and harmonization of the tax basket to avoid downward competition in taxes such as Wealth, Inheritance and Donations or the highest income tax brackets “guaranteeing the fiscal autonomy of the autonomous communities.”
Internal reorganization
The President of the Government and Secretary General of the PSOE, Pedro SĂ¡nchez, has decided to keep the main leaders of his hard core in the new Socialist Executive Commission that he approved this Saturday at the 41st Federal Congress of the PSOE, which slightly expands its number by counting with 49 ex-officio members and incorporates almost twenty new names.
SĂ¡nchez maintains MarĂa JesĂºs Montero as deputy secretary general and Santos CerdĂ¡n as Secretary of Organization and a good part of the ministers such as FĂ©lix Bolaños, Ă“scar Puente, Pilar AlegrĂa, Elma Saiz, Jordi Hereu and Isabel RodrĂguez.
Of the members of the Council of Ministers The head of Equality, Ana Redondo, does not continuenor the Minister of Science, Diana Morant, new general secretary of the PSOE in the Valencian Community. Teresa Ribera, who will be appointed the new executive vice president of the European Commission, is also not in the new leadership.
The Executive chosen by SĂ¡nchez has 17 new names. The Government delegate in the Valencian Community, Pilar BernabĂ©will be the new Secretary of Equality, and the deputy for Alicante, Alejandro Soler Mur, Secretary of Municipal Politics.
SĂ¡nchez creates a new secretary of the Litoral Municipality in which he places Anabel Mateos, from AlmerĂa. In Commerce and Consumption he places Nora Abete, member of the PSE-EE leadership. The new Secretary of Science, Innovation and Universities will be Javier Alfonso CendĂ³n, deputy for LeĂ³n and very close to CerdĂ¡n.
The new Secretary of Tourism is Aroa Jiletealso from the Basque socialists and Enma LĂ³pez, councilor in the Madrid City Council and member of the Organizing Committee of the Federal Congress will be the new secretary of Economic Policy and Digital Transformation.
In addition, the new Secretary of Education and Vocational Training is Ana Mª. Fernandez Rodriguezfrom the PSOE of Badajoz, while the secretary of Democratic Action and Transparency will be Borja CabezĂ³n, also from the PSOE-M. Likewise, Manuela Berges, mayor of Pedrola (Zaragoza) will occupy the area of ​​Social Policies, Seniors and Social Movements.
SĂ¡nchez has also chosen Kilian SĂ¡nchez, senator for Tenerife, as the new Secretary of Health and Consumer Affairs and CĂ©sar Mogo, senator for Lugo, secretary of the PSOE Exterior. Finally, Eugenia GĂ³mez (Cantabria), the former mayor of Toledo, Milagros TolĂ³n, the mayor of Vall d’UixĂ³, Tania Baños, the mayor of CĂ¡rtama (MĂ¡laga), Jorge Gallardo and MarĂa Soledad SĂ¡nchez JĂ³dar, join as new members.
