Up to 15 of the 40 most voted projects include actions in educational centers, worth more than two million euros, and eight of them seek to increase their shadow areas
Perhaps it cannot be described as surprising, but it does at least give rise to a reflection. The result of the vote on the first participatory budgets in Murcia has given an overwhelming thematic majority to those projects that seek to alleviate the shortcomings of the educational centers of the municipality, especially those related to the shaded areas in their facilities.
It is not unreasonable to think that the high temperatures recorded in the municipality in recent weeks have favored support for these measures, but the result of the process encourages us to think that the perception of the conditions in which schoolchildren go to class every day is not as good as it should be and that an alternative way has been sought to improve it, which perhaps should not be the most desirable: that of participatory accounts.
It seems even more inappropriate for becoming a means to meet certain responsibilities of the administrations, if the local government’s complaints about improper powers are addressed, since although the City Council recognizes that it has the obligation to provide repair and maintenance services to these , points out that the attributions for the development of the infrastructure belong to the Autonomous Community.
Thus, of the 40 selected projects that will be carried out both in the urban area and in districts, eight referred to the installation of roofs, pergolas or shade in educational centers, adding a total of 2,046,789 euros, which represents almost four of every ten euros of the 5.3 million earmarked for this budget initiative. However, if all the projects related to educational issues and environments are added up, the supported initiatives amount to fifteen, totaling almost 2.4 million euros, close to half of the total amount.
Thus, in this plan, the proposals to combat high temperatures are joined by safe school roads and the expansion of accesses, the improvement of school playgrounds, the creation of pavilions and sports courts and even the installation of a photocopier. However, the inclement weather typical of the municipality, for which many of its public spaces are not prepared, are not only felt in the school environment, since pergolas and shade have also been requested in the Plaza de la Universidad and Santiago el Higher. The creation of sports facilities and the development and improvement of green areas have also had great weight among the preferences of the residents. Also noteworthy is the proposal made by residents of Barriomar to replace the dissuasive under the highway for a stay and leisure area. It has even supported ending the lack of fountains in this neighborhood, as well as in El Carmen and San Pío X.
It must be remembered that, according to the bases, the maximum number of projects per neighborhood or district was two and that they could not exceed 500,000 euros per district. The assessments of the different projects have been carried out by the municipal technicians based on the information provided by those who have submitted the proposals. Now they will draw up the final project where the final budget will be established.
