The Valencian Generalitat has already processed more than fifty emergency contracts for a value of 237.8 million euros to face the reconstruction tasks after the DANA of last October 29. As confirmed by the vice president and counselor of Social Services, Equality and Housing, Susana Camarero, the winning companies “are already working in the affected areas.” But there are companies and contracts that are already in the spotlight, and opposition groups have even requested access to these files because “the shadow of suspicion” hangs over them.
Specifically, as announced this Tuesday elDiario.esthe Mazón Executive has awarded the repair of the Buseo dam, seriously damaged after the storm, to the company Becsa, of which Gabriel Alberto Batalla Reigada is a shareholder, which He was convicted in the case of ‘box B’ of the Valencian PP of the Gürtel plot for crimes against the Public Treasury, electoral and falsification of commercial documents. The contract amounts to 4.7 million euros.
During the press conference to report on the actions that are being carried out for the reconstruction, the Consell spokesperson justified this urgent award to this company because Becsa already had a previous contract at the dam and knew the facilities “perfectly”.
As detailed by Camarero, it was the Botànic Government that granted Becsa a contract worth around 500,000 euros in 2022 to carry out a series of works on the infrastructure. The document It is signed by the previous Minister of Agriculture, Isaura Navarro, on November 9 of that year.so since then the company had been carrying out “some work” on the dam.
It is for this reason, in the words of Mazón’s spokesperson, that the Generalitat has awarded Becsa this work. “This emergency contract, due to the immediacy it required, the organizational capacity and the availability, was given to the company Becsa to guarantee the safety and stability of the dam,” indicated Susana Camarero.
“Due to the events of the afternoon of October 29, due to the damage to the dam and the immediacy of the response, what has been done is to work with the same company because it already knew the facilities, I knew what were the works that had been carried out in recent times and knew the infrastructure,” he noted.

In this way, Camarero wanted to make it clear that this “is not a work awarded to a new company, but to a company that was already working on the dam since 2022 in a contract made by the Government of Botànic“, he declared.
Becsa was founded in 1969, and is integrated into the Symmetry business group. According to its website, it was born as a family construction company in Castellón de la Plana, and over the years it grew until it became “one of the most important construction companies in the Valencian Community.” ANDhe group has executed a multitude of infrastructures in ports, airports, hospitals, roads, hydraulic works and many other areas, among which stands out the development of the Parc Sagunt II business park that includes the future Volkswagen factory.
PSPV and Compromís request the files
For their part, PSPV and Compromís have requested access to the files of the emergency contracts approved by the Generalitat since, they have warned, about them flies over “the shadow of suspicion” and “a boss” on the part of the PP.
Faced with these criticisms, the PP has defended that contracts are awarded based on urgency, some of them to companies with which the previous Botànic government worked, and has criticized the “political hypocrisy” of PSPV and Compromís when in his opinion it is time to focus on reconstruction.
In a press conference after the meeting of ombudsmen, José Muñoz (PSPV), recalled that emergency contracts “do not have to be done by hand” and assured that both in the award of the Buseo dam and in one of the four batches of cleaning access to polygons to STV Gestión, “overwhelms that shadow of suspicion that always occurs when the PP governs.” “It is shown that not even in the worst times, The PP and Mazón do not stop doing what they always do“: to generate that shadow of suspicion over the public contracts of the Generalitat.”
To “supervise” the contracts, the socialist group has requested information. “We will be vigilant to, if appropriate, bring it to the appropriate bodies,” he warned.
Along the same lines, Joan Baldoví (Compromís) has announced that his group has also asked to have access to “all the files” of emergency contracts by DANA to “know what is happening.” “We are seeing a pattern: They either end up in companies condemned at the time for financing the PP or in companies where roommates have worked. and Mazón’s chiefs of staff,” he stated.
In addition, he has demanded that the Consell clarify “why it is taking so long to make emergency contracts”, since he has highlighted that after the 2019 DANA in the Vega Baja of Alicante, they began to be approved two days later.
