The Environment section of the Madrid Provincial Prosecutor’s Office has opened an investigation into the Madrid City Council for the construction of a second cleaning canton in the Vicálvaro district. A group of neighbors had filed a complaint with the Provincial Prosecutor’s Office on September 15 in which they requested to stop the works, which are being carried out in an area next to the district’s forest park, due to a “possible environmental crime.”
The residents of Vicálvaro, through a statement, have celebrated the decision and are awaiting the results of the investigation. They remember that they have asked the Prosecutor’s Office to measure the environmental impact of the project before continuing with the works. Shortly after filing the complaint, neighborhood representatives met, by video call, with the Urban Planning delegate, Borja Carabante, who, they claim, told them that “according to the cantons’ bidding document, it was not necessary to prepare an environmental impact report.” ”.
In a press conference at Parque Norte Carmen Tagle, Carabante said this Wednesday that “the residents of Vicálvaro have the right to resort to the bodies they consider appropriate to try to defend the interests that they think are harmed,” but he added in who trusts that the selection of the plot has been made in accordance with the law. “We have full guarantee that it is being carried out in accordance with the urban planning and, therefore, in accordance with the legislation and the administrative procedure,” Carabante concluded, to underline that “the neighbors and the left have gone to the Prosecutor’s Office on three occasions for canton affairs” and the cases “have been filed on three occasions.”
The Urban Planning delegate has also argued that the Ombudsman, Ángel Gabilondo, “has expressed the need to execute these cantons immediately in the locations chosen by the Madrid City Council.” He also said it last Monday during the Urban Planning Commission when councilors from the PSOE, Más Madrid and Vox asked him about the canton projects in Vicálvaro and Montecarmelo. Carabante refers to the response that the defender gave at the end of August to the La Nueva Elipa neighborhood association, which also protested a canton project.
The defender, in that specific case, assured that the City Council had justified the choice of the plot and its adaptation and that “the general interest of the provision of the service must take precedence over the possible particular interests in which the decision to place the containers could have an impact.” However, the residents of Vicálvaro and Montecarmelo have sent new letters to the defender in recent weeks in which they ask for his support. To date, they have not responded to their particular cases.

The auxiliary canton of Vicálvaro is one of the 16 facilities projected in the Public Space Cleaning contract awarded at the end of 2021 for nearly 1.7 billion euros. This district in the south of Madrid has two projects. One, of 6,000 square meters, on Las Santeras Street, 51, in an industrial area and the work is already advanced. Another, of 1,300 square meters, of auxiliary type, on Juan Abad Catalán street. The neighbors agree with the first; but against the second due to the impact on the forest park – five trees have been removed – and due to the proximity to residential areas.
