Deputy Razvorotneva: we are not talking about the confiscation of abandoned summer cottages
The new law on undeveloped garden plots does not threaten land seizure. State Duma deputy Svetlana Razvorotneva assured the Russians of this, she is quoted as saying NSN.
“I want to officially state: we are not talking about any confiscation of plots,” said the parliamentarian. According to her, the new law will clarify how long summer residents can not monitor the site. “We are talking about the formation of criteria for the improper use of sites and the time frame within which a site will be considered undeveloped. Now there is a paradox: there are fines for improper use of the site, but there is no definition of what this means. There will be one line, the government will develop the criteria,” Razvorotneva explained. The project will be submitted for consideration on May 23.

The head of the organization “Gardeners of Russia” Andrei Tumanov also ruled out the confiscation of garden plots for improper care. According to him, such sanctions have been talked about regularly since the times of the Soviet Union. “I hear all these different proposals probably three times a year, starting in 1985. Even under Soviet rule, this problem existed,” shared Tumanov. The expert believes that it is difficult to create a system that would effectively identify the owners of abandoned plots and determine for whose benefit they should be seized. “All this doesn’t work for summer residents! There is nothing to be afraid of for now. Any seizure is done through the court, but, as a rule, it does not reach the court,” summed up Tumanov.
Earlier, Rosreestr’s bill on punishment for undeveloped land was approved by the government commission on legislative activities. Due to the fact that the legislation does not currently describe the signs of non-use of land, the chairmen and members of the SNT do not have an effective legal mechanism to force unscrupulous owners to develop land.
