The International Court of Justice (ICJ, highest court of the UN), refused to issue the provisional measures claimed by Mexico against Ecuador following the invasion of its embassy in Quito by security forces.
In his announcement, The ICJ considered that the measures taken by Ecuador so far are “sufficient to guarantee the inviolability of the Mexican Embassy in Ecuador”. The Court also affirmed that Quito granted the Mexican State the time and conditions to remove the personnel and objects from the diplomatic headquarters.
On April 5, heavily armed Ecuadorian forces stormed the Mexican diplomatic representation and detained former Ecuadorian vice president Jorge Glas, who was in asylum.

Mexico also asked the ICJ to order Ecuador to allow the eviction of the embassy and the private residences of diplomatic staff.
Likewise, he asked that Ecuador refrain from any act that could affect the implementation of the ICJ orders and from all “conduct that aggravates and expands the dispute” between the two countries.

“There are lines in international law that should not be crossed. Unfortunately, the Republic of Ecuador has crossed them,” said Mexican jurist Alejandro Celorio, his country’s representative in this case.
In turn, the agent of the Ecuadorian delegation, diplomat Andrés Terán Parral, alleged that the assault on the Mexican embassy occurred “in very exceptional circumstances.”
