“This reform that we present today ends the cuts of the Popular Party, shields the dependency system and designs a care model that strengthens the welfare status and projects it towards the needs of the 21st century,” Bustinduy said Tuesday, in The press conference after the Council of Ministers.

On the other hand, the economic benefit for care in the family environment is extended, allowing that it can also receive help when care is provided by pairs, friends or other people closely, responding to new situations of coexistence or situations of people living alone .
In addition, the home help service that was focused on personal and domestic care needs extends to actions in the community environment, being able to expand to activities such as making the purchase or going to the doctor.
The reform also includes a series of measures to facilitate this concretion of the right to universal accessibility, such as the creation of a Fund for the Promotion of Universal Accessibility, which will be occupied with undertaking all the work that is necessary so that the spaces and public services are accessible, for example, within the National Health System or in state museums.
In short, Bustinduy stressed that it is “an ambitious reform” and “extraordinarily positive” for the change of the care model, and has assured that “it is accompanied by an unprecedented effort in the financing of the agency.” As he said, in 2024, the 3,411 million financing for the unit of agency from the General State Administration was reached.
