The Minister of Finance and Public Administration, Elena Manzano, has stated that the Government will continue working on the tax measures for the acquisition of homes that were included in the decree repealed last week due to the “irresponsible vote” of Vox, PSOE and Unidas por Extremadura, so will introduce them into the General Budget Law for the Autonomous Community for 2025 through the partial amendments presented by the Popular Parliamentary Group.
This was stated in the intervention of the counselor for the presentation of the project in the Plenary Session of the Assembly in which the amendments to the entire accounts prepared by the regional Executive presented by the parliamentary groups of Unidas por Extremadura and the PSOE.
The plenary session this Friday, November 29, is key to securing the accounts for 2025 because María Guardiola needs the support of Vox to prevent any of the two amendments to the entirety from prosperingbecause if approved it would mean the return of the Budgets to the regional Government.
Manzano has criticized the “irresponsible vote” of the formation of Santiago Abascal, together with PSOE and Unidas por Extremadura, who came together “to undermine that fair fiscal policy” to which the Extremaduran government “is not going to give up”, and for which the Popular Group will take “all “the measures contemplated in the decree through partial amendments if the project prospers and continues with its parliamentary processing.
A decree that lowered “that infernal rate” from 8%, from the “highest in all of Spain” to 6 and 7%, improved the 20% bonus on the tax on property transfers and documented legal acts and In personal income tax, it promoted rent for taxpayers who bought a home in certain areas in rural areas with a population of less than 3,000 inhabitants, who could deduct 15% of those amounts.
In this way, progress was made in a “fiscal policy of equality and justice” in which the government believes, but the “joint vote” of Vox together with the PSOE and United for Extremadura repealed the decree, so that a young man who today buys a home in Extremadura “pays 6,000 euros more than 15 days ago”, or that a single-parent family pays more than 4,000 and that any taxpayer who is over 36 years old pays 1,800 euros more.
Transform Extremadura
During his speech, he explained that the budgets, in the words of the head of the regional Executive, María Guardiola, constitute “the most important law for families, the functioning of public services and the support of the economic sectors” of the region in the coming year.
A law that will “maintain and promote” the growth of Extremadura and with which the Government says “loud and clear yes to continue transforming” the region, to “continue generating employment and opportunities” and to the “work and daily effort” that they support the “objective data and indicators that demonstrate” that the Board’s policies are “giving the best results.”
On the income side, the project translates into “continue adopting” tax measures so that Extremadurans contribute “at once in accordance with their economic capacity”, so that they pay the taxes “that they have to pay in accordance with the criteria of justice and tax equality with responsibility and rigor”, to stop being the “authentic fiscal hell of exorbitant pressure that suffocated families and hampered” the growth of Extremadura.
As for spending, they are the budgets of fundamental public services, that is, health, education, social services, “at the level that Extremadurans, that Extremaduran families, deserve.”
In this way, in 2025, he said, the region “will have the largest budget allocation in the history of Extremadura”, a total of 8,309 million euroswhich represents almost 182 million euros more than in the previous year, with a “decided increase” in social actions with 5,269 million euros and an increase in those of an economic nature.
Tax Justice
This bill continues the work carried out to date by the regional government that promotes “more tax justice” in Extremadura, with “lower tax pressure and better public services.”
As for specific measures, he highlighted those intended to respond to the Executive’s “concern” about the depopulation of a community that “has suffered from the expulsion policy of previous years.”
“We need new residents, we need to increase the population,” emphasizes Manzano, for which fiscal measures such as the personal income tax bonus for three years, new residents from other autonomous communities receive 50% of the tax rate for three years, for moving to live in Extremadura, and if they are also young people under 36 years of age, that bonus rises to 75%.
The counselor has reviewed, along with the main measures of the counseling expenses chapter, the rest of the tax news already announced in the presentation of the project last week after the registration of the accounts, such as those for ALS patients and their relatives, or the new deductions in the inheritance and gift tax that extend to more kinship groups.
