The norms of European security have already been laid down in the documents of the 20th century, and the mechanisms for their observance work on the basis of the OSCE. The representative of the European Commission Peter Stano told Izvestia about this.
Helsinki Final Act [1975 года] and the Charter of Paris [для новой Европы 1990 года] have already introduced the key principles around which European security is built, – said Peter Stano. – The OSCE, in particular, offers mechanisms and rules that still remain the cornerstones of any interaction with Russia. Each country is sovereign in its foreign policy and the choice of ways to defend itself, while states must respect each other’s territorial integrity. This is what Russia must understand and observe. “
At the same time, the EC representative stressed: the European Union should be at the negotiating table, where it will be about European security.
On December 17, the Russian Foreign Ministry published draft agreements with the United States and NATO on European security guarantees. These are the proposals of the Russian Deputy Foreign Minister Sergei Ryabkov conveyed to the US Deputy Secretary of State Karen Donfried during her visit to Moscow on December 15.
