The experimentation of the new European card is underway, which will guarantee easier access to some services (but will not replace the invalidity certificate)
There are not only architectural barriers. The disability must overcome even the bureaucratic ones. Citizens with a certificate of disability traveling within the European Union may find it difficult to have the document issued in Italy recognized. This means that you may not be entitled to the benefits reserved for your condition (discounts, assistance, services) provided in another Member State. This is because there is still no mutual recognition of the state of disability among EU countries. To resolve the impasse and guarantee one across borders equal access to free or reduced cost transport, culture and sport servicestesting of a European disability card is underway in eight states, including Italy, who joined the pilot project promoted by the European Commission (the other participants are: Belgium, Cyprus, Estonia, Finland, Malta, Romania and Slovenia).
In Italy
By the end of 2023 the European charter will be proposed to the whole Union. In Italy from 22 February it can be requested through the INPS portal. We will start immediately with the possibility of free access to state museums, and in the coming months we are working to complete other agreements with various local authorities that manage various types of structures and businesses. In addition, others are in the pipeline specific agreements with entertainment and sport venuesand we imagine that in the future we could also extend the project to local public transport systems, he explains the Minister for Disability, Erika Stefani.
The certificate of disability
The European card is a regulatory innovation that will guarantee easier access to some services but will not replace the traditional certificate of invalidityin paper or digital format with QR code (to be downloaded on your smartphone from the INPS website, ed), that will continue to remain valid to take advantage of all the benefits, economic, fiscal, health and for precise mobility Vincenzo Falabellapresident of the Italian Federation for overcoming the handicap (Fish), which supported the disability card initiative in our country.
The recipients
With the budget law for 2019 they were 4.5 million euro allocated for the production of plasticized cards. With these resources it will be possible to provide a maximum of 542,000 cards against a potential audience of about four million people, he reports Maria Sciarrino, central director of Inclusion and civil disability of INPS. Until there are new investments the recruitment will be selective, based on the temporal order of arrival of the applications explains Sciarrino. They will be able to apply for the European card tall adults with civil disability starting from 67%, with blindness, deafness, Inail pensioners, war invalids, and minors with medium and severe disabilities. However, the bed-bound elderly and those who do not have an active life will not be considered from the pool of possible users, Falabella points out.
The online application
The request it must be formulated on the INPS portal by the interested party or by his legal representative or by one of the accredited trade associations. In the telematic module the name and surname, tax code, pec box, residential and shipping address, landline or mobile phone number must be entered. It is also necessary to attach a passport photo in electronic format. The service verifies directly from the archives of the Institute most of the necessary information on the state of disability or handicap, as specified in law 104 by INPS in a press release. a document certifying the state of invalidity is required in all those cases in which the certificate was issued before 2010 by entities other than INPS, such as prefectures and local health authorities, adds Sciarrino.
Qr code
On the back side, the European card in the Italian version also has a Qr code through which it is possible to check the validity of the invalidity certificate always updated. an additional function that could be useful in the future to develop new services, for example crediting the disability pension on the card and its use as a payment method, says Falabella. It will be sufficient to show the card and an identity document to demonstrate the condition of invalidity at the Italian and European services. The European card is produced by the State Printing Office and Mint and will be sent directly to the home starting from April. The Inps will inform the interested party that the application has been accepted and the procedure for issuing and delivering the card, via SMS or email.
