The President of the Government, Pedro Sánchez, appeared last Monday to announce that he was increasing the aid for those affected by DANA by 3,765 million euros, a new economic contribution that raised the total figure to 14,365 million euros. Paid leave, direct aid, guarantees, actions of the Insurance Compensation Consortium, sick leave… A package of measures that, for the most part, will be paid for by others. The Executive’s disbursement to alleviate the effects of the catastrophe in Valencia barely reaches 1.5 billion euros.
Thus, of the total announced by Sánchez, up to 5,000 million euros are guarantees from the State through the Official Credit Institute (ICO), resources that the bank will lend, for which it will charge interest and which SMEs and the self-employed will have to return. Only in the event that they cannot do so, the State would assume the amounts lent due to non-payment.
Insurance Consortium
The Insurance Compensation Consortium (CCS) will have a key role in the reconstruction of the area affected by the floods. The organization that relies on contributions from insurers to cover extraordinary risks will be the one that covers insurance in policies to compensate households for losses suffered. The insurers will assume, in this case, 3.5 billion euros, a figure without precedent in the history of the organization that is now testing its seams.
The Consortium, dependent on the Ministry of Economy, is the in charge of managing, processing and compensating damages and deaths due to the disaster to those affected who have valid insurance. A unique public entity in the world that only usually comes into operation to cover extraordinary risks. Sources from the insurance sector estimate the number of claims that will be declared by DANA at around 200,000.
The rest of the funds announced by the Government are assumed by companiesself-employed and workers with social contributions that they pay every month and with which unemployment or sick leave is paid. 513 million are planned for SMEs, 325 million in aid to the self-employed and the benefit for cessation of activity of the self-employed has been allocated 52 million, in addition to the 148 million for force majeure ERTE.
Therefore, of the 10,600 million initially offered, only 2,100 would actually be contributed by the Sánchez Executive. And it must be taken into account that the 600 million corresponding to the Treasury, once the moratorium has expired, must be satisfied, with which The real figure of direct aid would be just 1.5 billion.
Lorenzo Amor, vice president of CEOE and president of ATA, also highlighted some of these figures through his social networks, and assured that “it is striking that the majority of this aid is provided by the financial system to those who want to penalize with more pressure.” fiscal”. He also recalled that it is the companies, the self-employed and the workers who “pay their contributions every month to cover unemployment, cessations of activity and bonuses in cases like this catastrophe. “When they tell us that the State is going to deploy 10.6 billion, we must know where the money really comes from.”
Diaz’s work shield
The clash over the cost of the measures was the reason why the second vice president, Yolanda Díaz, and the president of the CEOE, Antonio Garamendi, had a new confrontation. In the first moments of the catastrophe, Díaz deployed his ‘labor shield’ and announced as one of the first measures a new type of paid leave. The reaction of the leader of the business organization was immediate: “I do not understand that social shields are proposed at the expense of ruined companies.”
AND regarding tax measuresare only deferrals of personal income tax payments or expirations of different deadlines, which does not exempt the affected party from paying, only the payment is deferred. Therefore, overall, of the nearly 15,000 million euros announced, if the resources that the Insurance Compensation Consortium will provide are discounted, the aid barely remains at those 1,500 million euros.
So far, the Ministry of Economy has confirmed that it has received 156,000 requests for damage caused by DANAof which 90,000 for vehicles and 50,000 for homes, and has estimated that the number of experts is “double those who work for an entire year in the province of Valencia.” The Government Delegation alone has received 2,413 requests for first emergency aid, while direct aid to SMEs and the self-employed can be requested starting on the 19th to be effective in December.
