Seven of the nine parliamentary groups in the Congress of Deputies, all except PP and Vox, have registered this Friday for a proposal to reform the regulation of the lower house that opens the door to withdraw credentials for a series of serious behaviors. This step takes place after a protest of dozens of parliamentary journalists at the door of the Lions, after there have been signs to several of them by people accredited in the institution, whose attitude has deteriorated coexistence in recent years.
On February 26, the Association of Parliamentary Journalists (APP) improvised a concentration in the stairs of Congress to protest against the nth case of disqualifications, insults and accusations to information professionals by accredited persons who have even threatened to spread the domicile of journalists who cover political information and those who usually indicate with photography, name and barefolds in networks, with artificial controversies, Promote harassment against them.
Under the motto ‘pointing is not journalism’, parliamentary journalists demanded from the authorities of Congress the writing of a series of norms that allow a cordial coexistence in the lower house, as was the case before the emergence of the EDATV workers and ‘digital journalist’, while guaranteeing that this reform does not go, “at all”, to “limit, restrict or undermin disseminate truthful information for citizens ».
The PSOE, add, ERC, Junts, Bildu, PNV, BNG and Canarian coalition have registered the reform proposal, which we have also adhered to. The only ones who have not wanted to support it for the moment are the PP and Vox. According to parliamentary sources, the popular were willing to enter this debate provided that a modification is also promoted to limit extensions within the period of amendments of the laws, which, de facto, right now they grant to the table the power to block the rules that the Government wants.
The executive matches did not want to open that melon, but they have taken the opportunity to introduce in that reform, which can be amended by the rest of the groups during their processing, an extension of the reasons why you can ask for the telematic vote, such as pregnancy, fatherhood, accident, disease, death of close relatives … For the latter, article 82 of the regulation is modified.
With regard to journalists, article 98 of the Congress Regulation is exchanged to regulate the procedure for concession and renewal of credentials, so that a series of infractions accompanied by a sanctioning regime are established. Likewise, a Parliamentary Communication Advisory Council is created that will be composed of a member of each group.
They will be very serious sanctions: inclusion of false information in an essential element of the request for a credential; the faults of respect, insults and disqualifications in Congress and the access areas to it; the recording of images or audios by hidden media or in the offices of the members of the lower house as well as areas reserved for the groups; the recording of images and sounds without authorization from the lower house or outside the enabled spaces containing personal data or violating intimacy; and interrupt the order of parliamentary sessions.
Graves: Inclusion of false information in the application of the credential; Recording of images or audios outside the enabled spaces; access to reserved spaces such as offices or meetings areas without authorization; interrupt the order of the press conferences; and publish in media and social networks images obtained against the regulations. Mild, finally, the omission of information required in the application of the credential and access to common use spaces of the parliamentary enclosure outside those limited to the representatives of the media without authorization.
In case of a mild fault, it may be sanctioned with warning or, where appropriate, a suspension of the credential of up to ten business days. Serious infractions will be sanctioned with the credential suspension between ten days and three months. And finally, the very serious, with a suspension of three months to five years or with the definitive revocation in extreme cases. In the case of very serious or serious sanctions, the means of communication represented by the sanctioned person may not replace it for another in the time that the suspension lasts. And if the offending publication is disseminated in a medium that does not award authorship, all credentials linked to it will be suspended between six and three years. All this, of course, as long as the reform of the regulation is approved.
In recent years, people accredited by EDATV and ‘Digital Journalist’ have insulted journalists, they have threatened to disseminate their data on social networks, they have published their images and even recorded audios without their consent, they have interrupted the order of the press wheels, they have recorded images and audio in places where it is not allowed, etc. Parliamentary journalists in no case claim to be prohibited from entering and working in Congress, but that the authorities of the lower house establish regulations that prevent such behavior and that, if repeated, they have some consequences to be able to guarantee that communication professionals work in conditions of absolute normality.
