The ‘black box’ of Cecopi: Swedish technology that acts as the “backbone” of emergency management such as DANA

In the absence of an official recording that details the meeting of the Integrated Operational Coordination Center (Cecopi) on October 29, the day of the catastrophic DANA that left 221 dead and seven missing, there is a technological tool that could provide clues about the operation emergency response. This is the ‘CoordCom’ system, a kind of ‘black box’ that records all operational coordination decisions in case of emergency. It is, according to official documentation consulted by elDiario.es, the “backbone” (from a technological point of view) of the autonomous management of emergencies and communications and supports the operations of both ‘112 Comunitat Valenciana’ and the more than 120 services essentials and agencies integrated into the operation. Every time the Valencian Security and Emergency Response Agency (AVSRE) faces a DANA or a forest fire, among other operations, the ‘CoordCom’ system records the operations carried out by each of the agencies, including firefighters, all police forces, Civil Protection or the Military Emergency Unit (UME), among many others.

The system has a “critical and strategic nature,” state the specifications for the ‘CoordCom’ exploitation and maintenance contracts, awarded by the AVSRE in 2022 for 12.5 million euros to the company Ilunion It Services SA, the subcontractor that manages ‘112 Comunitat Valenciana’.

The Generalitat Valenciana has operated with this system since 2009. ‘CoordCom’ is owned by the Swedish company CSAM Public Safety AB (renamed in 2023 as Omda Emergency AB), a manufacturer of military technology that has worked in areas of geospatial control and planning and with drones, among others. Until 2017, the Swedish firm had an exclusivity agreement with Ericsson España SA to market, make modifications and supply licenses in Spanish territory. From that year on, the technology company reserved the exclusivity of the development of new customized functionalities.

The program was the “technological base” on which the response to the Covid-19 pandemic was articulated in relation to 112, in terms of professional and citizen communications and the dispatch of emergency resources.

Integrated into the rooms of the L’Eliana Emergency Coordination Center corresponding to Cecopi, there are “installed audiovisual elements and equipment” of the ‘CordCom’ as well as a videoconference system and other equipment, which includes speakers, telephones, monitors, video, audio and video controllers as well as satellite receivers.

The AVSRE mobile emergency management units also have similar technological equipment, especially in the Advanced Command Post (PMA) vehicle, with coordination and operations rooms. In addition, WFP also has, as support, a SATCOM112 vehicle that provides technical means and secure communications links.

There are operational terminals of the ‘CoordCom’, in addition to the Emergency Coordination Center of l’Eliana, in other AVSRE facilities in Alicante and Castelló. There are also command and control and light terminals at the headquarters of the numerous agencies integrated into the operations. In addition, the emergency response operation has mobile terminals and nodes and auxiliary equipment corresponding to the mobile terminals.

‘CoordCom’ meteorology services

The ‘CoordCom’ system also provides meteorological services that send to the “various mobile numbers of the different AVSRE managers any kind of information that may be interesting for the Emergency or Civil Protection services.”

“The information sent by the service provider will mean added value over official sources of information in the field of meteorology based on an analysis by personnel specialized in this matter on the information from official sources, having a complementary nature to them,” the documents indicate.

In 2023, the AVSRE awarded the functional development service contract for 840,000 euros, specifically for police management, of the ‘CoordCom’ system for integrated emergency and communications management of the ‘112 Comunitat Valenciana’.

The same year, the Department of Health awarded for 400,848 euros – also to the Swedish firm – the services that allow the integration of the artificial intelligence algorithm in the ‘Coordcom G5’ software for daily work processes of the Emergency Information and Coordination Center (CICU).

Finally, in 2024, the AVSRE commissioned Omda Emergency AB (for 508,000 euros) to provide the software service for new functions of the ‘CoordCom’ system for video transmission via 5G in real time from the resources to the platform.
