The government of Juan Manuel Moreno has decided to dismiss the head of control of its management from within – half of the dome of the general intervention – in full judicial process that investigates a possible crime of prevarication in the contracts by finger of the Andalusian service Health (SAS) with private clinics between 2020 and 2024. There are three senior positions of the Board imputed in a cause that also pilot the Anti -Corruption Prosecutor’s Office: the current SAS manager and its two predecessors.
The importance of this coincidence is minimized by the Executive of Moreno as something “circumstantial”, and hyperbolized by all the leftist opposition groups, which see a cause -effect relationship between the fulminating cessation of the Board’s general auditor, last last January 8, and the report that it raised to the Ministry of Finance in 2022 alerting a possible “law fraud” in the mass fractionation of minor contracts in the SAS.
This effervescent has begun this period of sessions in the Andalusian Parliament, which has returned with all possible force corruption as leit motiv of the political debate. Although Moreno has boasted more than once if corruption has been banished from the headlines since he governs, in fact the PP has never stopped using this dialectical resource to keep the gacha head of the socialists, expelled from power in 2018 by the Macrofude of the ERE, among other things.
The novelty today is that the Andalusian PSOE has lost the scenic complex to come to the chamber airing corruption issues that dot the Moreno Executive. And next to him they have also done the rest of political formations in the opposition: Vox, by Andalusia and Adelante Andalucía.
Montero already did, Montero already said it
The Minister of Finance, Carolina España, has come to the Parliament on Wednesday to give explanations about the five consecutive cessations in the dome of the intervention of the Board in the last month and a half. The debate has not contributed great novelties, but the rifirrafe between the counselor and spokesman of the Board and its leftist opponents has served to rehearse the formula that will be repeated in the plenary of the Chamber, again and again, until the legislature expires . Namely: María Jesús Montero already did. Montero already said it. And Montero did it before.
Those of Moreno have dusted the 16 years of parliamentary interventions of the new general secretary of the Andalusian PSOE -at the time, Minister of Health in the Government of Chaves and Griñán; and holder of the Treasury with Susana Díaz- to cite their appearances again and again in response to the attacks of the Socialists, who today set up their contradictions in the unfathomable opposition bench.
Of course, as this format is entirely foreigned, Spain has encountered the spokesman for the Coalition by Andalusia, Inma Nieto, recovering appointments of that PP in the opposition that defended the word of the auditors against the socialist government besieged by the corruption of the corruption of the ERE case. Also the session newspaper hides a considerable volume of contradictions of a PP that once demanded explanations to Montero in Parliament for the cessation of its chief inspector, while claiming again and again a commission of investigation on the excesses in the concession of social laboles that already investigated justice.
The Minister of Finance has not left the script: he said at the time that the cessation of the Board Chief, María Ángeles González Pavón, had been for “at his own request and for personal reasons”, and has reiterated in the grandstand. The other four dismissed auditors, who were part of the dome of the general intervention, were also positions of free designation that were replaced by the new general auditor, Miguel Ángel Figueroa.
“In no case has it been for disciplinary reasons,” said Spain, separating these cessations from the intervention reports in the SAS that denounced the irregularities in emergency contracts with private clinics -recognized by the judge and the Anti -Corruption Prosecutor’s Office that investigate the complaint “None of those who have ceased had competencies in the intervention of the SAS,” says Spain.
473 cessations in the intervention in nine years
The spokesman has limited the cessations in the “normality” of an administration, remembering that between 2015 and 2024 there have been 473 changes in the Body of Interveters of the Junta de Andalucía -between 70 and 80 cessations a year among the staff of Máximo Level- and stressed that the average duration in the position of the last five general auditors of the Board, since the last governments of the PSOE to the first of the PP, is two to three years. González Pavón has been almost three.
But Spain has had to admit in the Chamber that there is a fucking pulse with the Board Body, before even the cessation of their boss, and that faces them for a labor and salary conflict for months. “Media noise,” the counselor has called it, to refer to a long negotiation for the remuneration of the auditors, who accuse the Andalusian government of having approved a law to regulate the body of inspectors without providing them with more personnel, means and resources.
Last November they threatened to go to a strike that the Vice Minister of the Treasury, Amelia Martínez, managed to avoid proposing labor and salary improvements that, they say, “have not been fulfilled.” Spain has referred to this labor conflict of the public administration elite, and has used firm and belligerent terms, which indicate that the conflict is far from appeasing.
The Ministry of Finance is in favor of approved a salary complement – around 5,000 euros more – but only for the auditors who, among their functions, is to sign files, contracts or aid approved by the Government, which contribute “a march of legality” Public contracts, but also make them co -responsible. For example the emergency contracts authorized by the SAS, and now investigated justice. A part of the collective claims that this salary plus is extensible to all and the counselor has responded today: “You cannot generate aggravity or there will be coffee for all as it is being requested.”
“Witch hunt” and “Law of Silence”
In the cessation of the general auditor, both issues have been mixed, both the internal labor conflict and the reports against health contracts, generating a snowball that has led to a huge anger in Parliament. The entire opposition has responded to the counselor with accusations of political corruption in the hiring of SAS, with more or less hardness.
The spokesman of Adelante Andalucía, José Ignacio García, has shaved Spain to simplify the dismissal of five auditors of the Board “just because they want to charge more money.” “You have left over the intervention, you have decided to declare war because they are independent. They do not do it for the reports they have been able to do, but for what they do in the future. It is the law of silence, they want them to self -censure, and that is the death of democratic administration, ”he said.
From the Coalition by Andalusia, Nieto has reminded the counselor the fervent defense made by the PP of the independent work of the Board’s auditors, as part of its political strategy in the instruction of the ERE to overthrow the socialist government. “You defended that because it was yours, and now that you look at you, you are looking for more docile auditors,” he said.
The deputy of Vox, Alejandra Jiménez, has accused the Andalusian government of “violating the law” of hiring by abusing the emergency award – finger, without advertising or concurrence – and has denounced that “Moreno fears that the stain of Corruption in Andalusia ”from the judicial investigation of these contracts. “The stench of corruption and poor health management was the beginning of the end of the socialist government and it seems that it will also be of this,” he warned.
From the PSOE, Deputy María Márquez has spoken of “witch hunt” when referring to the five ceased interveners, she said that the Moreno government “feels unpunished” after its majority to hard, and has demanded “hard hand” with Corruption, not with the auditors of the Board. Márquez has made the hardest speech, extending the issue of corruption to other cases that dotted the PP in Spain, from the cause for illegal financing against the former party of the party, Luis Bárcenas, “the envelopes to M. Rajoy”, or the Pablo Casado’s fall as national leader “after denouncing corruption around Isabel Díaz Ayuso.”
The debate has been closed to the counterattack, in very raw terms, both the deputy of PP Pablo Venzal and the counselor herself. Venzal has aishas the still open judicial causes that dot the PSOE, such as the plugs in the extinct Faffe Foundation of the Employment Ministry – in which they just imputed to another twenty people – or the case ERE. On the investigation of healthcare contracts, the deputy has assured that “in the SAS the emergency contracts are historical”, and has ventured that the investigation for an alleged crime of prevarication “will give them a lot little”, in reference to the Socialist bench.
“Andalus ashamed”
The last aldabonazo has been given by the Board spokeswoman, more comfortable in her political profile than institutional, especially when she charges against the PSOE. “The Andalusians were ashamed of being Andalusian with a government that had betrayed them,” he said to the Socialists, to later enumerate “public money for drugs, spree, brothels”, the imputation of Begoña Gómez, of Pedro’s brother Sánchez, from Ábalos or the State Attorney General. “That you tell us about the Cortijo de Andalucía …”, has ended up saying.
The Andalusian PSOE has requested on Wednesday in writing in Parliament the appearance of the former general of the Board and the four auditors of its direct team ceased by the Moreno government. The socialists want them to explain the reasons for their dismissal, after the head responsible for supervising the accounts of the autonomic executive denied the official version that his boss gave before 50 auditors of his team called to a telematic meeting one day before formalizing Your cessation.
