Mayors of large cities and capitals calculate losses of R$ 354 billion in 15 years if the text is approved
THE CCJ (Constitution and Justice Commission) scheduled for this Tuesday (May 31, 2022) the vote on one of the tax reform proposals that are being processed in Congress. It is the PEC 110/2019, reported by the senator Roberto Rocha (PTB-MA).
Rocha is not expected to present a new report. It will only suggest small adjustments, accepting highlighted amendments – with requests for separate votes – so as not to give rise to a new request for a regimental view. The maneuver, however, can be questioned.
The changes aim to calm tempers in the CCJ, but there is no consensus for approval. The idea is to go through the commission. In plenary, the scenario is less favorable.
Pacheco told journalists on Monday that the text will be discussed “no rush and no surprise” before being discussed in plenary. According to him, the objective is to allow “the plenary amendments”.
Forces for and against
Governors support the text. Mayors of large cities and capitals are against it. They published a note shortly after the project was on the agenda, criticizing the reform.
According to this group, the unification of the ICMS (Tax on the Circulation of Goods and Services, levied by the States) with the ISS (Tax on Services, levied by the cities) resulted in a loss of R$ 354 billion in 15 years for city halls. The reform suggests unifying taxes in a VAT, a value-added tax, called IBS (Imposto Sobre Bens e Serviços).
The note against the reform is signed by the PNF (National Front of Mayors), which brings together capitals and municipalities with more than 80,000 inhabitants and other entities, for the Abrasf (Brazilian Association of Finance Secretaries of Capitals) and by the National Forum of Municipal Finance and Finance Secretaries.
The group asks the CCJ not to approve the PEC. Here’s the full note (327 KB).
