Congress works on regulating the reform; according to the president of the confederation, “several lobbies” will return “to action”
The president of the CNI (National Confederation of Industry), Ricardo Alban, said that there is a risk of tax reform “be dehydrated in the details”, something the sector wants to avoid. The Minister of Finance, Fernando Haddaddelivered the main regulatory text to the Legislature on April 24th.
“The danger lies in the details”, declared Alban in an interview with the newspaper Folha de S.Paulo published this Monday (May 6, 2024). “The problem is that, in the details, several lobbies will return to action. The problem with lobbying is that it is not assumed”, he added.
Tax regulation is delayed. The complementary bills were expected to be sent to the Legislature by April 15. Before that, Congress anticipated and forwarded 13 bills to regulate the reform.
“If 2, 3 bills come, it is impossible think the same rapporteur”said Alban, adding that the CNI advocates, “in a logical and coherent way”that the bill that deals with the reform remains under the rapporteur of the federal deputy Aguinaldo Ribeiro (PP-PB), as the president has already defended Luiz Inácio Lula da Silva (PT).
“The industry defends Aguinaldo Ribeiro”, he stated. However, the President of the Chamber, Arthur Lira (PP-AL) has already said that Ribeiro should not be the rapporteur of the projects because, according to him, there are other competent congressmen who can report the tax texts.
The text of the regulation, according to the president of the CNI, is “far away”. He stated that he feared that dehydration would occur “in items, mainly, that concern the Selective Tax rate”. Alban also cited excerpts about the basic food basket.
“What can be interpreted as a basic food basket? There was a relationship there, I don’t know if it came from Congress, which was an absurd thing. And the Selective Tax, are we going to tax inputs from the production chain? Which country taxes exports?”, he declared.
He said he was afraid that the Selective Tax would be used to increase the tax burden. The tax will apply to products that are harmful to health (such as cigarettes and alcoholic beverages) and the environment (such as combustion cars).
